Liaison Officer UNESCO Doha, Qatar

UNESCO Iraq has been supporting the Iraqi Government since 2004 to ensure better access and quality of Education at all levels. Within the framework of a partnership with the Office of Her Highness Sheikha Moza bint Nasser (HHO) to support to the reconstruction of the education system in Iraq, the Liaison Officer will be responsible for planning, coordinating, and implementing a number of activities related to the implementation of the projects that fall under the partnership with HHO. Under the overall authority of the Director of the UNESCO Iraq Office along with the direct supervision of the Director of the UNESCO Doha Office and in close cooperation with the Project Managers at UNESCO Iraq Office, the incumbent’s role will include the following: 

1. Develop relationships, and provide ongoing liaison, between UNESCO Doha, UNESCO Iraq, UNESCO HQ, HHO and other Qatari partner institutions to ensure information flows are established and well-maintained. 
2. Inform in a timely and consistent manner UNESCO Iraq Office, UNESCO Doha Office and HQ about any arising issues and challenges. 
3. Assist in developing strategic and technical partnerships with Qatari institutions/organizations. 
4. Prepare, organize and support all activities implemented in Qatar. 
5. Support outreach activities to inform relevant partners. 
6. Draft press releases for main events such as meetings, conferences and training workshops held in Qatar, and coordinate with media partners to ensure good media coverage. 
7. Participate in meetings related to the projects implemented by UNESCO Iraq Office. 
8. Ensure the implementation of fellowships for Iraqi doctors in partnership with Hamad Medical Center in Doha. 
9. Prepare project documents and terms of references when needed and requested. 
10. Draft necessary briefings, ad-hoc and regular reports and ensure close follow-up on all correspondence. 
11. Perform any other assistance needed.

Requirements:

• Advanced university degree (Masters or equivalent) in areas related to Education, Social Sciences or a similar related field. 
• Minimum of four to seven years of progressively responsible relevant experience, of which preferably two years acquired at the international level in the field of education. 
• Ability to work on Education in crisis-affected areas. 
• Experience in conducting micro-planning (project operational plans), formulation, implementation and evaluation of educational projects. 
• Strong managerial skills and ability to teamwork and maintain effective working relationships with colleagues and with people of different nationalities and cultural backgrounds. Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability. 
• Demonstrates strong co-ordination and facilitation skills, strong communication skills (oral and written), and results oriented, flexible and problem-solving skills. 
• Proven administrative and organizational skills in preparing and implementing workshops, seminars and conferences at all levels. 
• Proficiency in computer office applications. 
• High proficiency in English language, knowledge of Arabic language would be considered an asset.

Timeline & Start Date:

UNESCO’s salaries are calculated in USD and are paid in USD. They are exempt from tax and consist of a basic salary and a post adjustment, which reflects the cost of living in a particular duty station and exchange rates. UNESCO offers an attractive benefits package including 30 days annual vacation, pension plan and medical insurance. A candidate for a Project Appointment position will be offered a one year contract which includes a probationary period of three months, and is renewable subject to satisfactory performance and subject to availability of funds.
