IntraHealth International is seeking a Health Workforce Officer to provide junior technical support and executive support directly to the Director of CapacityPlus/Senior Director of Health Systems Innovation as well as providing overall support to CapacityPlus The Health Workforce Officer supports the Director of CapacityPlus/Senior Director of Health Systems Innovation to achieve programmatic and technical excellence in program design and implementation and high quality results and deliverables. Reporting to the CapacityPlus Director/Senior Director of Health Systems Innovation, the Health Workforce Officer will be responsible for supporting a dynamic and innovative portfolio of activities to improve access to health workers in countries throughout the developing world. 

S/he will play a vital role in a variety of activities and tasks regarding confidential information and will need to maintain discretion. The position will report to the Director of CapacityPlus/Senior Director of Health Systems Innovation and will work closely with CapacityPlus project leadership, other IntraHealth staff within the context of the Health Systems Innovation team’s activities, and IntraHealth staff members globally and at all levels.

ESSENTIAL FUNCTIONS
Technical 60%
• Support the Director of CapacityPlus/Senior Director of Health Systems Innovation to ensure the strategic, programmatic, and technical integrity of the project(s) through project implementation and close out.
• Assist the Director of CapacityPlus/Senior Director of Health Systems Innovation in writing and editing project documents including work plans, scopes of work and concept papers.
• Assist the Director of CapacityPlus/Senior Director of Health Systems Innovation in the development of result/country strategies, research/technical briefs, reports, blogs, and other documents.
• Assist in preparing project-related documents (subcontracts, subagreements, purchase orders, and Memoranda of Understanding) and in managing subcontracts and subgrants (domestic, regional, and country).
• Represent CapacityPlus or IntraHealth at various meetings.



Operational 40%
• Effectively communicate on behalf of the CapacityPlus Director/Senior Director of Health Systems Innovation, both internally and externally, liaising with other department staff at all levels and maintaining strategic relationships with other leaders in the global health community, key organizational stakeholders, partners, clients, country leadership, etc.
• Ensure that the CapacityPlus Director/Senior Director of Health Systems Innovation has exposure globally at key strategic events and that her activities are broadly recognized and communicated, both internally and externally.
• Conduct in-depth research on relevant topics including global health leaders, high-profile donors, countries, and foundations to assist the CapacityPlus Director/Senior Director of Health Systems Innovation in preparations for meetings and presentations. Ensure that the CapacityPlus Director/Senior Director of Health Systems Innovation is appropriately prepared for all internal and external events and meetings, including preparation of documents, reports and presentations, as needed. 
• Serve as the Health Systems Innovation internship coordinator and serve as the supervisor for interns. S/He will develop intern scopes of work and monitor the progress of interns throughout their internship. 
• Produce brief minutes (decisions and follow-up actions) of USAID and management team meetings; some scheduling of team meetings.
• Provide program backstopping for the Health Systems Innovation team, including the development of the program website, SharePoint site, and division materials. Backstopping also includes arranging relevant meetings and working on and managing program action items/deliverables.
• Working closely with other departments (human resources, communications, development, programs, and finance) and key external contacts, s/he manages, coordinates and facilitates the advancement of CapacityPlus activities and Health Systems Innovation team objectives. 

Requirements

• Master’s degree and at least two years’ related experience/education in a global development, or equivalent combination of education and experience. 
• Knowledge of human resources for health and health systems strengthening issues via professional and/or academic experience, including health workforce frameworks and workforce development and support issues in low resource settings. 
• Demonstrated exposure to international development and/or public health issues (such as professional work experience, education, internships, Peace Corps, etc.)
• Demonstrated ability to frequently exercise advanced levels of judgment, tact, confidentiality and diplomacy and adapt to rapidly changing priorities and influences.
• Demonstrated experience representing an organization to external stakeholders.
• Highly motivated, entrepreneurial, creative, and capable of working independently; a “self-starter”
• Demonstrated experience planning and organizing special projects, events and meetings.
• Proven ability to work in teams, and with different personalities and organizations.
• Experience taking on significant responsibility and exhibiting leadership.
• Proven ability to write and edit correspondence, reports, presentations and other documents. 
• Exceptional command of the English language demonstrated by excellent written and verbal communication skills
• Advanced skills in Microsoft Word, Excel, PowerPoint, graphics and Outlook; SharePoint experience highly desired
• Ability to travel 20% (nationally and/or internationally) as needed.
• Working knowledge of French or Spanish a plus.
