OPERATIONS SPECIALIST - Osh, Kyrgyzstan


International Resources Group (IRG), a wholly owned subsidiary of Engility, seeks an experienced Operations Specialist for its contract with USAID’s Office of Transition Initiatives (OTI) under the Kyrgyz Republic Transition Initiative (KRTI). The KRTI is supporting the country’s efforts to establish a more stable and secure democracy. It provides small grants to civil society, government, and private sector partners to implement high-impact, short-term projects in volatile communities. KRTI is based in Bishkek with a satellite office in Osh. The Operations Specialist position will support and oversee the operations, logistics, finance, and administrative functions of the office in Osh in close coordination with the Bishkek team.  Under the supervision of the Osh-based Regional Program Manager-South (RPM/S) and in daily coordination with the Bishkek-based Deputy Chief of Party/Operations Manager (DCOP/OM), the individual will be called on to ensure that the program and other operations of the regional office are in compliance with relevant USG, USAID, and Kyrgyz Republic procurement and finance regulations. S/He will also play an integral role in ensuring that activity development, design, implementation, and closeout maximize lessons learned over the first two and a half years of program implementation. This position is based in Osh with an estimated period of performance from November 15th2012 until December 2013.
Responsibilities:
  • Supervise regional program office Operations Team staff
  • Review all payment request, finance, and procurement documentation for grant-related payments before they are sent for final approval
  • Support the finance, procurement, logistics, and administrative needs of the regional office
  • Support the implementation of activities in close coordination with the RPM/S and Osh Office Program Team; Track implementation updates through weekly coordination meetings with the Program Development Officers (PDO), Grant Managers (GM), and Procurement Specialists (PS); Maintain up-to-date implementation tracker
  • Work directly with GMs and PSs to review the quality of bid evaluation documents, quotations, and vendor selections; Review and edit selection and other related procurement memos to support bid evaluation documents and explain the process by which a vendor is chosen; Review all Requests for Quotations, Vendor Agreements and Vendor Agreement Amendments before they are sent to Bishkek for approval
  • Ensure compliance with Kyrgyz and USAID regulations for finance, procurement, and grant administration for the regional program office
  • Serve as point of contact for liaising directly with the Bishkek-based Procurement and Logistics Manager to facilitate the hard and electronic copy transfer of procurement documentation, support the process for completing Osh-based procurements and making payments, and resolve any administrative or compliance bottlenecks with Osh documentation; Collect, review, and send weekly Osh funds request to Bishkek Procurement and Logistics Manager
  • Maintain constant communication with and respond to the information and other requests of the DCOP/OM
  • Recruit, select, and onboard local and international staff as necessary with the RPM/S and in close coordination and DCOP/OM
  • Support the RPM/S and the Osh Office Program Team in the implementation of south region activities including budget review, operation/implementation-perspective input during program design; Additionally, review all Independent Consultant Agreements before they are sent to Bishkek for approval
  • Develop and implement solutions for a wide variety of grant implementation challenges
  • Actively contribute to information sharing within the KRTI Project
  • Other duties as requested by the KRTI DCOP/OM and RPM/S

Qualifications


  • Minimum of a Bachelor Degree
  • Minimum one year of experience working on USAID-funded projects
  • Experience in operations, logistics, and procurement preferred
  • Experience working on USAID’s Office of Transition Initiatives (OTI) projects and/or small grants programs preferred
  • Experience in a management and supervisory capacity preferred
  • Experience working in Central Asia preferred
  • Ability to work under difficult conditions while maintaining security awareness
  • Spoken and written fluency in English required
