We seek qualified candidates for the position of Project Director of a
global mobile technology solutions project. The position is based in
Washington DC with travel to the field.
Position Description:
FHI
360 seeks a Project Director to direct the implementation of the
USAID-funded Mobile Solutions Technical Assistance and Research (mSTAR)
program and other mobile solutions programming in mobile money and
mobile data collection. The Project Director will combine expertise in
program management and mobile technology for development to manage a
small but growing cross-functional team to deliver technical assistance
and expert guidance to USAID, implementing partners, and other
entities. The Project Director will ensure the implementation and
monitoring of project activities and will be responsible for completion
of the project deliverables on schedule and within budget constraints.
The Project Director will proactively foster partnerships with mobile
actors and will have the skills necessary to mobilize and incorporate
private sector players into the ecosystem. The Project Director will
support the development and dissemination of technical, best practice
documentation.
Key Responsibilities:

Plans, directs, and coordinates activities for designated projects to ensure that goals and objectives are accomplished within prescribed time frames and funding parameters.

Reviews project proposals and plans to determine scheduling, budget, procedures, staffing, and allotment of resources needed for projects.

Establishes work plans, project teams, and SOPs to meet project goals and ensure compliance with policies.

Designs and delivers scopes of work for discrete technical assistance delivered to USAID and implementing partners in mobile money and/or mobile data program areas.

Provides guidance and training to managers and staff to achieve project goals.

Participates in the strategic development of mobile solutions methods and techniques.

Establishes, serves, and maintains partnerships with internal and external stakeholders on project matters.

Provides leadership to the project team, ensuring clarity over plans and priorities, encouraging effective team work.

Responsible for induction of project staff, ensuring their familiarity with mandate values, quality standards, policies and program objectives, and their individual responsibilities in upholding these standards and policies.

Sets workplans and budgets for projects and leads in achieving strategic goals.

Leads coordination of resources for ongoing projects across business units and addresses/resolves project issues.

Manages action research and knowledge management activities to determine, produce, and disseminate lessons learned through briefing papers, case studies, qualitative and quantitative research.

Stays abreast of the research, data, publications, trends, and developments in the Mobile Money industry.
Minimum Requirements:

Technical expertise and experience in mobile solutions and/or ICT for development (ICT4D)

Experience working in or engaging with the private sector

Excellent and demonstrated project management skills in leading and managing complex projects that are strategic in nature and national/international in scope (Typically requires a minimum of 8+ years of project management experience)

Master’s degree in technology/ICT, international development, or business administration or its international equivalent preferred

Demonstrated strategic planning, staff development, and capacity building experience

Knowledge of theories, concepts, and practices with project management, process development, and execution.

Excellent oral and written communication skills

Must be able to read, write, and speak fluent English; additional foreign language abilities are preferred

Strong critical thinking and problem solving skills to plan, organize, and manage resources for successful completion of projects

Strong relationship and negotiation skills
