The Results Measurement Network plays a critical role in the success of IFC’s mission. Staff in the Network, located across the institution, measures, monitors, and evaluates operations and their results; develops methodologies to support these functions; and sets global standards for measurements. In addition, the Network staff ensures that results, lessons and evidence continuously inform strategy, operations and incentives across the organization, supporting the alignment of IFC’s intended and actual impact and the achievement of IFC’s mission. 

The Development Impact Department (CDI) assists IFC in improving development by ensuring consistency of results measurement across IFC; by setting global standards for Results Measurement; and by ensuring that these results consistently and continuously inform strategy, operations and incentives. One of the CDI units, CDI Advisory Services (CDIAS) leads the results measurement work of IFC Advisory Services in coordination with the Results Measurement staff working in business lines, operational and regional teams.
Duties and Accountabilities:
CDIAS is looking for a Results Measurement Analyst, with a minimum of 3 years experience in data analysis, research, private sector and development.

The analyst will join the Results Measurement unit for the Advisory Services (CDIAS) based in DC. As a team member of CDIAS, he/she is expected to work on a number of the unit’s initiatives in supporting the development and implementation of operations and strategies across Advisory Services, including:

Results Measurement Frameworks 

• Coordinate a clearinghouse on standard indicators and IFC Development Goals (IDGs) and supports systematic indicator revision processes.

• Support development and establishment of RM tracking systems and guidelines.

Reporting of results

• Support consistent cooperation and wide application of results measurement frameworks. 

• Coordinate data aggregation, quality checking and ensuring compliance in results reporting across business lines and regions. 

• Provide guidelines and conduct quality assurance on tracking and reporting development results throughout the project cycle, ie, project implementation approval, project supervision and project completion. 

• Conduct research and analysis of corporate issues and approaches as necessary.

Evaluation

• Provides technical support to CDIAS, business lines and regional teams on evaluations.

• Maintains repository of evaluations.

Knowledge Sharing

• Support knowledge sharing across IFC, implementing RM network learning activities when possible.

• Develop corporate results learning activities.

Training

• Provide training on performance monitoring systems, data collection instruments, evaluations and operations research.

• Prepares and adapts training materials for corporate training on results measurement.

Communication

• Communicate corporate results internally and externally.
Selection Criteria:
• Advanced degree in economics, business administration or social or applied sciences

• At least 3 years of relevant experience in data analysis and research in private sector and/or development. 

• Good understanding and ability to apply the following competencies in a range of situations:

- Application and development of policies and procedures.

- Produce and interpret strategic information.

- Knowledge of results measurements methods.

- Problem solving by examination from multiple angles, taking stakeholders perspectives into account, considering various solutions and making informed, credible and actionable decisions

- Knowledge of specialized or organizational-specific technologies, software, databases and systems

- Corporate contributions, such as those related to strategy documents, and donor reporting

- Project management skills.

- Knowledge of IFC’s corporate environment is a plus. 

- Knowledge of the history, context, trends, concerns and on-going events within AS business lines strategies is plus.

• Demonstrated ability of: 

- Persuasion and influence of others across organizational boundaries by building trust through the use of relevant data, supporting literature, and/or concrete examples while displaying awareness and respect for differing perspectives.

- Thinking broadly about results measurement and its value to IFC and clients, and to actively seek to understand what others, especially those in operations roles and in the field, are doing or experiencing, and how that might impact the work.

- Building partnerships for success by building productive relationships, ensuring on-going contact and information flow, and using the strength of relationships to obtain perspectives and viewpoints.

- Working on multiple tasks under tight deadlines. 

- Knowledge and skills in conducting statistical analysis. Excellent command of Microsoft Excel, Word and PowerPoint. Familiarity with a statistical software, such as STATA or SPSS. 

- Strong and proactive team player with excellent interpersonal skills.

The selected candidate will work with the senior member of the CDIAS under the overall direction of the Head, Results Measurement Unit for the Advisory Services.
