We are currently recruiting a Senior Program Manager/ Consultant - Indonesian.

Key Responsibilities


The Senior Consultant (Indonesian) will be responsible for
  1. providing management oversight, strategic direction and corporate accountability for a small portfolio of donor-funded projects, 
  2. pursuing new donor-funded project opportunities, including the tracking new business opportunities with our clients and assisting to write successful proposals,
  3. mentoring project regional administrators, and 
  4. contributing to corporate business improvement and innovation. 

Accountabilities:
 
Project Coordination/ Management
  • Recruit team members for new projects, assist in the negotiation, drafting and amendment of personnel contracts, and assist in the resolution of personnel issues.
  • Establish and maintain project financial and administrative processes, consistent with Cardno’s Quality Management System.  
  • Work closely with the Contractor Representative to ensure the project team is supported with high quality service and support. 
  •  Review and monitor financial and budget reports, as well as project cash flows for projects and make recommendations to ensuring expected outcomes are met in respect to time, quality and cost.
  • Monitor consultants’ expenses against contracts, invoices against Cardno’s contract and margins.
  • Review and edit project reports offering analytical advice and recommendations for quality improvements, as well as final production of the reports (desktop publishing). 
  • Provide discrete technical inputs into project to assist implementation with review and approval from supervisor.
  • Liaise with counterpart agencies to support project implementation, as required.
  • Provide feedback to Contractor Representative in regards to monitoring performance of advisers.
  • Ensure that project experience sheets are developed and up to date.

Project Tracking and Business Development
  • Identify and monitor business opportunities in donor markets.
  • Build relationships with client representatives, business partners, independent development consultants, and other project stakeholders.
  • Update and maintain business development tools and files.
  • Provide input into the development of regional activities i.e. regional collaboration tool, business planning.
  • Bridge potential opportunities between the Jakarta office and other Cardno subsidiaries.
 
Mentoring of national EMR Indonesia staff
  • Write high quality proposal components, including curriculum vitae and annexes, and contribute to work plans, financials, methodology and approach.
  • Identify and propose appropriately skilled team leaders and advisers for inclusion on proposal teams, including developing selection criteria and conducting interviews.
  • Contribute as a highly effective member of a proposal writing team.
  • Where required act as the bid managers for a specific component of one whole bid.
  • Maintain Cardno information management systems.
  • Where required act as the nominated project co-ordinator.
Corporate Responsibilities
  • Additional responsibilities on corporate committees or working groups as agreed with your manager.

Qualifications / Experience:
The Consultant will require the following combination of applied skills, knowledge and behaviours to successfully contribute to team goals:
  • Demonstrated Indonesia donor-funded project management experience.
  • Established networks among firms and individuals implementing AusAID, Asian Development Bank, and/or World Bank funded international development projects.
  • Demonstrated capacity to coordinate and produce quality documentation in English that conveys ideas and concepts in a clear, logical and accessible manner.
  • Well-developed interpersonal communication skills demonstrated by successful liaising and rapport building with a wide variety of stakeholders. 
  • Sound business acumen and ability to understand and effectively utilise financial information.
  • Ability to prioritise, plan and organise workflow to tight timeframes, handle multiple tasks and be flexible with changing priorities.
  • Sound analytical and conceptual skills to resolve problems, anticipate barriers and create practical solutions. 
  • Able to travel internationally for short periods of time.
  • Intermediate skills in MS Office applications.

Duty Station: Jakarta - Indonesia
