We are currently recruiting a Senior Program Manager/ Consultant - International.

Key Responsibilities


The Senior Consultant (International) will be responsible for
  1. providing management oversight, strategic direction and corporate accountability for a small portfolio of donor-funded projects, 
  2. mentoring national project staff, and 
  3. pursuing new donor-funded project opportunities. The Senior consultant would also be expected to contribute to corporate business strategy, improvement and innovation both in Indonesia and across the various business units of EMR.
Accountabilities:
  • Project Management
  • Provide management, quality and technical advisory support to project teams to ensure achievement of project outcomes in respect to time, quality and cost, and the management of project risks.
  • Manage project client and (where appropriate) partner relationships to ensure all stakeholder expectations are incorporated into project management decisions.
  • Oversee contractual compliance in all areas.
  • Manage project staff performance.
  • Review and edit project reports offering analytical advice and recommendations for quality improvements.
  • Review and monitor financial and budget reports, as well as project cash flows for projects.
  • Assist in the negotiation and amendment of personnel contracts.
  • Project Tracking and Business Development
    • Provide strategic advice into the development and expansion of EMR Indonesia’s portfolio of activities.  
    • Establish and maintain relationships with key EMR clients and stakeholders including Asian Development Bank, World Bank and AusAID officials, business partners, and independent development consultants/firms.
      Identify and monitor strategic project opportunities.  
    • Manage proposal-writing teams to ensure that members are coordinating workloads and producing high quality results within designated time frames.
  • Mentoring of national EMR Indonesia staff
    • Mentor EMR Indonesia national project management staff to meet their professional development needs and enable them to better support EMR projects.
    • Provide mentoring and guidance to national consultants undertaking the tender tracking and proposal process.
  • Corporate Responsibilities
    • Contribute to the development and review of (EMRs) corporate strategy.
    • Additional responsibilities on corporate committees or working groups as agreed with your Manager.
    • Demonstrate a commitment to upholding (EMRs) core values and behavioural standards.
    • Undertake technical and management inputs on programs as required.
    • Represent Cardno EMR at client industry and government events.

Other Requirements


Qualifications / Experience:
  • Demonstrated experience working in an overseas context in a developing country, preferably Indonesia.
  • Demonstrated donor-funded project management experience, demonstrating detail orientation, proactive attention to outcomes and expectations, and the ability to understand and effectively utilise financial information.
  • Demonstrated experience in a leadership position where coaching and mentoring a team was involved.
  • Established networks among firms and individuals implementing AusAID, Asian Development Bank, and/or World Bank funded international development projects are regarded favourably.
  • Experience writing international development proposals and reports in English.
  • Well developed interpersonal communication skill demonstrated through successful liaising, negotiating, consulting, and influencing of diverse stakeholders.
  • High-level ability to prioritise, plan and organise workflow to tight timeframes, handle multiple tasks, and be flexible with changing priorities.
  • Demonstrated analytical and conceptual skills to reason through problems and complex issues, anticipate barriers, and create practical solutions.
  • Demonstrated attention to detail ensuring quality standards are maintained.
  • Bahasa Indonesia language skills highly desirable.
