Job Summary


The National Program for Village Development (or Programa Nasional Dezenvolvimentu ba Sucos – PNDS) is an initiative of the Government of Timor-Leste (GoTL). It is jointly sponsored by the Ministry of State Administration and Ministry of Finance. PNDS aims to work with communities at the village (suco) level to help eliminate poverty by investing in community driven infrastructure projects.
AusAID is providing support to the PNDS. The Office Manager will play a lead role in a range of support services including personnel, finances, asset, procurement, ITC and administration.
 
The objectives of this role are to assist the PNDS Operations Manager in the day-to-day operations of PNDS.

Key Responsibilities


The specific duties include:
  • Manage the PNDS office and associated support services, ensuring quality services are delivered in a timely and cost effective way.
  • Manage a diverse range of office management and support services including administration, purchasing, procurement and assets, records management, security and logistics.
  • Develop and implement office and business support policies and procedures.
  • As part of a management team, support the recruitment, contracting and longer term management of a large and diverse team of project staff, technical advisers, and field staff, ensuring they receive high quality and timely personnel services.
  • Manage a team of locally-engaged staff, including work planning, reporting and performance management.

Other Requirements


Selection criteria
Essential:
1. Tertiary qualifications in management, HRM, international development or equivalent discipline.
2. Proven skills and experience in senior management and administration, including staff and financial management and reporting, and a proven ability to deliver results in an operational environment similar to East Timor.
3. Five or more years experience in corporate services, business support, management, development or other relevant sector.
4. High-level teamwork abilities and an aptitude for working effectively in a cross-cultural environment.
5. A sound understanding (or the capacity to acquire an understanding) of the East Timor development context.
6. High-level interpersonal skills and excellent verbal and written communication skills in English.
7. Ability to plan, strategise and comprehend complex situations, and solve problems with simple solutions.
8. Ability to work with minimal supervision.
Desirable:
1. Post graduate qualifications relevant to role.
2. Verbal and written communication skills in Tetum and/or Indonesian.
3. Prior experience with AusAID projects.
4. Experience organising and procuring conferences, workshops, training, or study tours.
5. Deployment of advisers including contract management and adviser support.
6. Previous experience working in South-East Asia.

Position Status
Approved for three months; possibility of extension up to December 2013 subject to approval by AusAID.
