The role of IFC’s Human Resource and Administration Department is to support IFC to achieve its business goals through the implementation of HR policies and processes to support the attraction, retention, deployment and motivation of high performing staff. Attracting and recruiting talent is critical for IFC’s success, but has become increasingly challenging in emerging markets, where the demand for highly skilled people outstrips supply. To achieve its recruitment and diversity goals, IFC HR is seeking a Sourcing Recruiter to work in partnership with regional Recruitment Officers to develop and maintain pipelines of strong candidates and leads for professional-level roles across IFC’s business (investment, advisory services and corporate). The successful candidate will have the ability to develop and implement strategies to efficiently source candidates with strong technical skills, reflecting the diversity of IFC’s shareholder and client base.
Duties and Accountabilities:
• Develop and implement strategic techniques for proactive sourcing and screening on a global basis with a focus on meeting IFC’s needs for technically skilled and diverse candidates;

• Develop and maintain a searchable candidate relationship management (CRM) database to track potential candidates and sources for professional level functions across IFC’s business;

• Utilize a wide range of sourcing strategies, including internal referrals, alumni networks, social media, outreach events, media campaigns, and existing applicant pools; 

• Conduct cold calls that are likely to turn into candidates or leads, interview candidates and document evaluation for specific roles;

• Keep abreast of on-going and planned recruitment and market relevant candidates to Recruitment Officers;

• Proactively follow up with potential candidates to generate interest in potential career opportunities with IFC and accurately maintain their profiles in the database;

• Provide advice on sourcing strategies including media and on-line campaigns, search firms, social networks, alumni and trade associations;

• Identify niche search firms for specific industries or diversity recruitment;

• Monitor searches conducted by external search firms upon request;

• Cultivate relationships with trade and other associations to build a network of support among their constituents for international searches;

• Facilitate search workshops; and

• Act as back-up for Recruitment Officers on request.
Selection Criteria:
• Master’s degree in human resources, social or behavioral science, business, or international affairs; 

• At least 5 years in international human resources with a strong focus on sourcing and recruitment;

• Demonstrated knowledge of best-practice in international sourcing, applied technology, and a wide variety of corporate functions, ideally in the financial and consulting industries; 

• Familiarity with talent pools and labor trends in emerging markets, including Africa, Asia and/or Latin America;

• Experience working with, and monitoring results of, external service providers; 

• Excellent interpersonal and multi-cultural skills to establish successful relationships with candidates and sources, as well as with internal clients;

• Pro-active approach to work and willingness to learn;

• Eagerness to work in a fast paced and dynamic work environment;

• Strong commitment to working within team structures and across formal boundaries;

• Ability to build strong working relationships with counterparts across departments and the World Bank Group;

• Arabic, Chinese, French, Portuguese, Russian or Spanish language skills preferred; 

• Demonstrated interest in IFC’s mission and values.
