SCA Background
The Swedish Committee for Afghanistan (SCA) is a non-profit, non-governmental humanitarian organisation working to assist in the reconstruction ofAfghanistan. SCA’s interventions insideAfghanistanbegan in 1982. Today SCA runs four major development programmes within Disability, Education, Health and Rural Development and is one of the largest NGOs in the country. SCA is an Equal Opportunity Employer. Scope of Work:
Programme Implementation Department (PID) is the department responsible for programme execution and simultaneous programme development. PID turns policy directives into programmatic actions. It ensures that SCA has effective programme management teams and implementation systems in place. It coordinates operational and technical skills efficiently so that plans are implemented and outputs and outcomes achieved within the framework of the strategic plan. It ensures that technical, managerial and quality aspects are strengthened in programme implementation, and that management systems are established, coordinated and followed-up, supporting all ongoing implementation. The PID works with internal synergies as well as external partnership and coordination within respective sectors. PID staff partakes in planning, proposal and reporting processes.
Under the guidance of Director of Programme Implementation, the PID Senior Officer will have two main portfolios. 1) Assist Director and Deputy Director of Programme Implementation (DoPI) in administrative and daily programmatic/ management activities. 2) Assist DoPI and DDoPI to ensure mechanisms for maintaining sound budgetary oversight, efficient budget utilisation, control and accountability in PID.
S/he keeps track of departmental data on macro level i.e. coverage areas, clinics, schools etc. as well as is the focal point for analysing the budget follow-ups of four programmes (education, health, RAD and rural development) and provides the DoPI and Heads of Programmes to improve budget utilization. S/he is also department focal point for following up Internal Audit findings and recommendations with Programme Management and Field Administration Units.
S/he reports to the Director of Programme Implementation.
Qualifications & Requirements:
  • Graduated from relevant Faculty of University
  • 4 years’ experience of programme management support, with focus of Finance and Administration in Development Sector of a NGOs or UN agencies.
  • At least 2 years of work at a mid-level senior positions within an international NGO or UN agency
  • Experience of preparing budgets, doing budget follow-ups, revisions and financial analysis of annual budgets is highly desirable
  • Fluency in English, Dari and Pashtu, written and spoken
  • Excellent interpersonal and communication skills with good supervisory, analytical and troubleshooting competences, as well as, good knowledge of planning, budgeting and report writing
  • Strong computer knowledge at operational level, SCA uses Ms Office standard software
  • Ready to work, live and travel in an intricate and strenuous environment
  • To be an Afghan citizen

Main Responsibilities:
  • Support Director and Deputy Director of PID in administrative and daily management activities
  • Provide follow-up, analysis and ‘secondary investigations’ on a wide area of PID activities, e.g. Quarterly Review Meetings (QRMs), reports, post-audit response/actions, Budget Follow-ups (BFUs), security incidents and, as assigned, monitoring of project activities that requires special attention and follow up
  • Data management that broadly encompasses developing a departmental data base where data on macro level i.e. details on SCA operations (schools, teacher training, clinics, physiotherapy clinics, CRDCs, Ortho Workshops, home based trainings, wells, construction sites, CDCs, staffing etc) are captured. In addition, the function will also involve SCA coverage districts
  • Assist programmes on developing of tools and methods for programme data management and analysis as well as training and capacity building activities related to the use of these tools/ methods
  • To ensure a response from the department to requests from SCA other departments and partner organizations on departmental (PID and Programmes) information in line with the above.
  • Identify knowledge gaps and procedural short-comings in finance sections of project/field offices and either through direct capacity training/advice or by requesting assistance from Finance departments seek means to improve and build capacity
  • Assist and facilitate that standards, procedures, rules and guidelines issued by Finance Department are understood and adhered to by programmes.
  • Assist DoPI to ensure mechanisms for maintaining sound budgetary oversight, efficient budget utilisation, control and accountability in PID.
