I. Background to the Assignments
Ensuring policy coherence through the effective coordination of government policies and programs lies at the core of the mandate of the Office of the Prime Minister (OPM). Given the significant and growing number of Government policies, programs and public bodies working on their implementation, there are legitimate concerns that a lack of policy coherence may result in high transaction costs, potentially impeding the achievement of key government objectives. There is a need to have a clear approach and institutional framework through which to both systematically monitor policy coherence and oversee the identification and implementation of corrective measures.
As a means of contributing to a ‘step-change’ in the quality of the upstream policy advisory services, currently at the disposal of the OPM, a Prime Minister’s Office Support Team (PST) is being established within the Office of the Prime Minister. The objective of the PST will be to support the production of world class, integrated and strategic advice on sector level policy coordination and coherence issues and their implications on government programs. Reinforcing the OPM in this way, is ultimately intended to ensure that the senior OPM leadership is provided with independent, quality, timely and evidence- based advice, supporting its strategic-level oversight and management of government ministries.
The PST will comprise of five staff including: an institutional development adviser who will also serve as PST team leader, three advisers who will be tasked with providing substantive advisory support on policy coherence issues, in a variety of thematic areas. The team will also have an evaluation adviser who will work on upgrading this function within the OPM.
Key OPM staff engaged in sector level policy coordination will work hand in hand with the experts to support the development and strengthening of sector-level policy and institutional coordination arrangements.
It is against this background that the OPM with the support from the UNDP is sourcing the services of a number of international experts listed below:

II. Detailed Terms of Reference
A. Terms of Reference – Institutional Development Adviser & Team Leader, Prime Minister’s Office Support Team (PST)
1. Objectives of the Assignment
Key objectives include:
(i) Design, implementation and management of institutional development strategies, with an emphasis on measures to strengthen inter-departmental synergies and linkages within the Office of the Prime Minister;
(ii) Day-to-day management of the PST, including reporting to OPM senior leadership on PST activities.
2. Scope of Work
Located in the Office of the Director of Cabinet, in the Office of the Prime Minister, the expert will perform the following functions:
(i) Development of and support to the implementation of a comprehensive OPM institutional development strategy, including periodic updates, presentations and briefings to OPM senior leadership on the process;
(ii) Establishing a framework to closely monitor and evaluate PST activities, in order to ensure the achievement of quality deliverables and desired project outcomes;
(iii) Periodic updating of OPM senior leadership on the work of the PST, where need be, devising mitigating measures to tackle barriers to implementation;
(iv) Designing and overseeing the development and implementation of a mechanism for ensuring the regular and effective transfer of skills and knowledge from the PST to national counterparts;
(v) Provision of structured mentoring and coaching support to staff from the Office of the Director of Cabinet and the OPMs Departments of Finance, Human Resources and Procurement;
(vi) Support to the design, management and implementation of ongoing and planned capacity development initiatives targeting OPM;
(vii) The Institutional Adviser will perform any other similar or related duties and assignments requested by OPM senior leadership.
3. Key Expected Outcomes
 Institutional development strategy developed and successfully implemented for the OPM;
 PST contributes to the sustainable strengthening of OPMs policy and institutional coordination function;
 Effective mechanisms for ensuring skills and knowledge transfer from PST staff to PMO counterparts are in place and operational.
4. Key Deliverables
• Work plan to be submitted 2 weeks after the contract signature detailing the approach, methodology and activities to be undertaken;
• Periodic progress reports on the implementation of the OPM Institutional Development Strategy;
• End of assignment report, detailing key achievements and lessons learned and recommendations.
5. Timeframe
The post is project funded and will be hired on a full time basis for an initial period of nine months with a possibility of renewal, subject to performance and availability of funds.
6. Profile/ Required Qualifications and Experience
- A minimum of a Master degree in any of the following: public policy, public administration and management, political sciences or any other relevant field;
- A minimum of 10 years progressively responsible professional work experience in the development, implementation, management, research, analysis and evaluation of institutional and organizational development focused programs and projects is required.
- Experience in operations management, management consulting or talent management is highly desirable;
- Demonstrated supervision/team leadership experience, preferably in multi-cultural settings;
- Strong interpersonal skills, sound political judgement;
- Excellent written and oral communications skills;
- Experience working in a developing country context required;
- Substantive and demonstrated ability to coach individuals and groups;
- Experience of working in High Political Offices is desired;
- Knowledge of English is required. Working knowledge of French is an asset.
B. Terms of Reference – Coordination Adviser: Agro-Industrial Development
1. Objective of the Assignment
(i) The overall objective of the assignment is to contribute to the strengthening of the policy coordination function within the OPM;
(ii) Specifically, the expert will work on inter-ministerial coordination in the area of agro-industrial development. The main objective of this assignment will be to: (a) provide analytical and advisory services to the OPM, and key government institutions, with a view of contributing to efforts to ensure that policies and programs in the area of agro-industrial development are mutually reinforcing; and as a collective, align with the identified policy priorities; (b) enhance the OPMs ‘in-house’; capacity to provide advisory services and help in the design of strategic cross-cutting interventions, spanning the areas of agriculture, trade & industry and private sector development, and (c) where necessary, support key government institutions, including the Ministries of Agriculture, and Trade and Industry; in identifying and unblocking policy implementation related bottlenecks.
2. Scope of Work
The position is intended to directly contribute to the deepening of integration between and within, programs and policies, targeting the agricultural, trade and industry sectors.
The expert will collaborate closely with GACU personnel and will mentor key government personnel working on the coordination of agro-industrial development related activities. The advisory services shall include but not be limited to the following key tasks:
(i) Contribute to strengthening coordination in the design and implementation of agro-industry related strategies, programs and policies. In this regard, the expert will be required to periodically review and where need be, prepare assessments, highlighting potential strategic complementarities between planned and ongoing projects, policies and programmes;
(ii) Support the institutionalization of policy dialogue between Ministry of Agriculture and the Ministry of Trade and Industry and other key stakeholders;
(iii) Advise the OPM on emerging inter-ministerial policy coordination challenges around agro-industry development related issues, potentially requiring further attention by OPM senior leadership;
(iv) The Coordination Adviser will perform any other similar or related duties and assignments requested by OPM senior leadership.
Key Expected Outcomes
 Policy coordination and dialogue in the areas of agro-processing, post-harvest handling, agri-business and agro-industrial development, between the Ministries of: Agriculture; Commerce Trade & Industry; Infrastructure and the Rwanda Development Board and other key stakeholders strengthened;
 Networks and strategic partnerships between key GoR institutions and key civil society, development and private sector partners strengthened;
 Capacity of key OPM staff in supporting effective policy coordination in the area of agro-processing, post-harvest handling, agri-business and agro-industrial development strengthened.
3. Duration of the Assignment.
The post is project funded and will be hired on a full time basis for an initial period of nine months with a possibility of renewal, subject to performance and availability of funds.
4. Competencies, Experience and Education required.

• Strong interpersonal, oral and written communication and presentation skills.
Education:
• Masters degree or PhD in the area of development, agricultural, or international economics, industrial development, development studies, public policy or related disciplines.
Experience:
• A minimum of 10 years progressively responsible professional work experience in the development, implementation, management, research, analysis and evaluation of: agro-industry, agri-business, private sector development or SME development focused projects, programs and policies in developing countries is required;
Language Requirements:
• Excellent written and oral proficiency in English and working knowledge of French is desired.
Key Deliverables:

• Periodic progress reports on coordination related challenges in the implementation of key government programs in the areas of agro-processing, post-harvest handling, agri-business and agro-industrial development;

• Forward looking assessments and proposals identifying opportunities for strengthening existing policy and institutional coordination mechanisms in the areas of: agro-processing, post-harvest handling, agri-business and agro-industrial development.
• End of assignment report, detailing key achievements and lessons learned and recommendations.
C. Terms of Reference - Coordination Advisor: Social Protection
1. Objective of the Assignment
(i) The overall objective of the assignment is to contribute to the strengthening of the policy coordination function within OPM;
(ii) Specifically, the expert will work on inter-ministerial coordination in the area of social protection. The main objective of this assignment will be to: (a) provide analytical and advisory services to the OPM, and key government institutions in the area of social protection, it is expected that the work will contribute to ensuring that policies and programs in the area of social protection are mutually reinforcing; and as a collective, align with the identified policy priorities; (b) enhance the OPM’s ‘in-house’ capacity to design of strategic cross-cutting interventions, in these areas; and (c) where necessary, to support key government institutions, including the Ministries of Education, Local Government, Youth, Gender and Family Promotion, Agriculture and Health amongst others; in identifying and unblocking implementation related bottlenecks.

Experience:
• Over 10 years of progressively responsible professional work experience in the development, implementation, management, research, analysis and evaluation of social protection programs, including social cash transfer programs in developing countries, some of which should, preferably be in sub-Saharan Africa
Experience in policy development, advocacy and social mobilization is also essential.
7. Language Requirements:
Excellent written and oral proficiency in English is required. Working knowledge of French is desirable.

 Forward looking assessments and proposals identifying opportunities for strengthening existing coordination mechanisms in the area of social protection;
 Final report detailing out achievements and lessons learned.
D. Terms of Reference - Coordination Advisor: Infrastructure Development
1. Objective of the Assignment
(i) The overall objective of the assignment is to contribute to the strengthening of the policy coordination function within the OPM;
(ii) The expert will work on supporting the strengthening of institutional coordination in the area of infrastructural development, within the Ministry of Infrastructure (MININFRA); and between MININFRA and all other government institutions involved in different aspects of infrastructure development, including the Ministries of Commerce; Agriculture; Youth & ICT; and Environment and Natural Resources. The main objective of the assignment will be to: (a) provide analytical and advisory services to the OPM and key infrastructure stakeholders, contributing to the strengthened coordination of infrastructure development related policies, programs and projects, within and between these different institutions. (b) ensuring that GoR infrastructure development related programmes and projects are mutually reinforcing; and as a collective, align with identified GoR policy priorities; (c) enhance the OPM’s ‘in-house’ capacity to both evaluate and design strategic cross-cutting interventions, in these areas; and (d) where necessary, support key public sector institutions in identifying and unblocking policy implementation related bottlenecks.
2. Scope of Work
The overarching objective of the work is to support the design, implementation and coherence between existing and planned, projects programs and policy measures targeting infrastructure development.
The expert will work in close collaboration with GACU staff and mentor government personnel working on the coordination of infrastructure development related initiatives. The advisory services shall include but not be limited to the following key tasks:
(i) Contribute to efficient and effective implementation of infrastructure development strategies and policies, maximising the contribution of infrastructure development to the achievement of national priorities. In this regard, the Coordination Advisor will be required to support the OPM, in its review of consolidated plans highlighting infrastructure development.
(ii) Establish a Monitoring & Evaluation Framework for infrastructural development; monitor sectoral inputs, outputs and performance, based on an agreed monitoring and evaluation framework;
(iii) Contribute to the institutionalization of policy dialogue on issues of infrastructural development, between key GoR stakeholders;
(iv) Advise the OPM on emerging inter-ministerial policy coordination challenges around infrastructural development related issues, potentially requiring further attention by OPM senior leadership.
(v) The Coordination Adviser will perform any other similar or related duties and assignments requested by OPM senior leadership.
3. Key Expected Outcomes
 Policy coordination and dialogue in the area of infrastructure development, between the Ministries of: Infrastructure; Commerce Trade & Industry; Agriculture; Youth & ICT; Natural Resources and Environment; Finance and Economic Planning and other key stakeholder strengthened;

 Capacity of key OPM staff in supporting effective policy coordination in the area of infrastructure development strengthened.

6. Deliverables:

 Reports on the implications of selected, existing and planned government policies and programs on infrastructural development focused initiatives;
 Forward looking assessments and proposals identifying opportunities for strengthening existing coordination mechanisms in the area of infrastructural development;
 Final report detailing out achievements and lessons learned.
E. Terms of Reference – Evaluation Advisor
1. Objective of the Assignment
The two core objectives of the assignment include:
(i) Institutionalizing ‘world class’ evaluation processes within the OPM
Specifically:
a) Upgrading of the existing evaluation processes in the OPM, in line with international best practice;
b) Contribute to the development and review of policies, guidance, systems, procedures and tools related to evaluation;
c) Supporting the design, production and institutionalization of evaluation processes of priority sector programs;
d) Supporting OPM’s substantive engagement and intellectual leadership in the area of evaluation with other national and district level bodies engaged in evaluation.
(ii) Developing mechanisms to ensure that program and project level-evaluations are effectively utilized and that evaluation findings and recommendations are followed up:
Specifically:
a) Development of mechanisms to distil and channel key strategic level recommendations from evaluations, to the senior leadership of the OPM.
b) Development of mechanisms to track the implementation of evaluation results in the design and appraisal of strategies, policies and new projects/programs.
c) Deepening the capacity of Prime Minister’s Office staff working on evaluation-related activities.
d) Organize and conduct training on evaluation to the Government Action Coordination Unit and other key staff in the Office of the Prime Minister.
The Evaluation Adviser will perform other related duties and assignments as and when required.
2. Key Expected Outcomes
 OPMs mechanisms for designing and managing program level evaluation, and follow-up processes are developed/ strengthened;
 Capacity within OPM and selected key government institutions, to conduct independent quality program level evaluations strengthened

4. Qualifications and Experience
 PhD or Master’s Degree or equivalent in Evaluation, Economics, Public Administration, Political Science, or any other related social sciences.
 At least 10 years of progressively responsible professional work experience in program and project level evaluation gained working for national, regional or international organizations;
 Knowledge of and extensive experience in program evaluation in a public sector context, in developing countries is required;
 Solid grasp and demonstrable track record in the implementation of the principles of Results Based Management in public sector organizations is required;
 Knowledge of specialized software applied to evaluation, including IT knowledge to establish and maintain databases and tracking systems, is desired;
 Demonstrable track record in designing and conducting training in the area of evaluation planning, design and methodologies.
5. Language Requirements:
Excellent written and oral proficiency in English is required. Working knowledge of French would be an asset.
6. Deliverables:
 Work plan to be submitted 2 weeks after the contract signature detailing the approach, methodology and activities to be undertaken;
 Periodic progress reports on measures underway to strengthen OPMs capacity to conduct quality independent evaluation of key government programs;
 Action orientated proposals on how to strengthen existing OPM and government wide evaluation frameworks;
 Final report detailing out achievements and lessons learned.
