Head of Customs & Revenue and Port Control

A sub-tropical island of spectacular and beautiful landscapes in the South Atlantic with a warm and friendly population of over 4,000, St Helena is a self-governing overseas territory of the UK, poised for transformation with the imminent construction of an airport.
This key role in preparing for airport access covers management of Customs and Revenue and Port Control operations. You will lead the development of an integrated Customs and Revenue Service and advise the Government of Saint Helena on national and international obligations and legislative changes.
Your strategic leadership will apply to the whole service and include assessment, processing and compliance, enforcement, audit and investigation and taxpayer services. You will develop and implement Customs and Excise Controls for the new airport and rollout the introduction of the ASYCUDA computerised customs management system. Further you will implement excise duty, and continue to manage the assessment and collection of taxes.
Holding a BSc or equivalent in Public Sector Management, Management/Business Studies, Economics or Revenue Administration (Taxation or Customs), you should have considerable experience in a senior management role within a revenue or customs administration. Your experience should also include policy formulation, specifically tax and customs policies. With in-depth knowledge of revenue administration and Laws/Regulations pertaining to International Conventions and Treaties relating to taxation, control and movement of goods.. Your ability to develop effective results-oriented management and HR management should be supported by a background of liaising with the other government departments, public, and private sector bodies and other regional and international organisations on matters relating to national and international taxation, application and enforcement of international agreements. Having a working knowledge of port management would be an advantage..
You should be adept at organising, prioritising and delegating, with a talent for negotiation and influencing. Using your strong leadership skills you will deal with significant and complex operational issues and challenges as you motivate people to achieve targets and goals.
