Project Description:
The Government of the Republic of South Sudan faces numerous challenges as it seeks to reverse the effects of decades of conflict and long periods of political and economic marginalization. The Development of the Urban Water and Sanitation Sector (DUWSS) in South Sudan Programme focuses on the support of the urban water sub-sector aiming to improve access to clean water and sanitation services for the urban population. The first phase of DUWSS has covered the period from 04/2013 to 12/2014 and has the following four components: 
1. Strengthening of the Ministry of Water Resources and Irrigation
2. Reform of the South Sudan Urban Water Corporation
3. Pilot implementation of water supply and sanitation systems in Yei and two additional towns
4. Capacity Development.
During the ongoing phase GFA has provided consultancy input in all four components of the programme. 

The program will be continued in the second phase for a further two years (01/2014 - 12/2015). In this new phase the programme will focus on the following five fields of work
1. Support for the implementation of the Water Sector Reform
2. Improvement of coordination and planning in the water and sanitation sector 
3. Elaboration of regulatory instruments and processes
4. Establishment of urban water and sanitation utilities in the towns of Yambio, Rumbek and Bor (and follow-up advisory service to the water utility in Yei that has been established during the first phase of the programme) 
5. Application of hygiene practices.

GFA is expected to provide consultancy input within working areas 2-5.

Job Description:
The main tasks of the Team Leader include:

Project management tasks 
  • Technical management of individual services within the TC project "Development of the urban water supply and sanitation sector" (in coordination with the person responsible for the contract (AV));
  • Ensure regular reporting;
  • Coordinate work steps with key stakeholders and ensure transparency for the partner;
  • Support the person responsible for the contract when updating and/or adapting the design of the project taking into account the five success factors of Capacity WORKS;
  • Ensure connectivity in the management of the project to GIZ practice through the use of Capacity WORKS;
  • Elaboration and regular updating of the plan of operations (in consultation with the partner and the AV) in order to monitor and document work progress (in particular agreement upon and keeping track of milestones);
  • Supervise a monitoring and evaluation system (in coordination with the AV);
  • Assist in updating the sector policy concept for urban water supply and sanitation (WASH);
  • Coordinate the organization of and/or conduct training;
  • Plan and supervise assignments of all international, local and regional experts;
  • Support the AV in the preparation and implementation of interim evaluations;
  • Support the person responsible for the contract in preparing the follow-up phase.

Technical tasks:

  • Advise on updating the sector investment plan (working area 3);
  • Analyse and optimize the roles, responsibilities and functions in the planning process at the various levels of government (results of the Capacity Needs Assessment for Public Financial Management);
  • Design and develop selected planning processes and their planning instruments;
  • Support the Ministry of Water Resources and Irrigation (MEDWRI) in the annual budget planning of the Ministry and in budget allocation by the Ministry of Finance;
  • Develop standards for the elaboration and evaluation of tenders as well as contract management for the planning department of the MEDWRI;
  • Capitalize positive and negative experiences;
  • Identify opportunities for improvement, difficulties, constraints, and reflect upon the development of the sector policy for urban water supply and sanitation.

Duty station of the assignment is Juba.

Qualifications:
  • Academic background in Economics and/or Institutional Development;
  • At least 10 years or relevant professional experience including significant experience in the management, coordination and execution of comparable programmes;
  • Experience with sector investment planning and budget planning;
  • Experience with institutional and organizational development processes;
  • Strong leadership, human resource management and communication skills;
  • Extensive programme management experience;
  • Experience with donor funded projects in the water supply and sanitation sector;
  • Experience with the monitoring and evaluation of TA programmes;
  • Experience with tendering and contract management;
  • Fluency in spoken and written English;
  • Full computer literacy;
  • Strong reporting skills;
  • Working experience in Sub-Sahara Africa.
