Program Manager, Foundations In Land Tenure

The Program Manager (PM) provides leadership, strategic direction, and coordination of the Foundations in Land Tenure (FLT) program. While the primary responsibility is for program management, the PM is also expected to engage directly in implementation of the program as well as lead strategy development, fundraising, proposal drafting, undertaking specific project activities (recruit  fellows, Research Assistants, and Visiting Professionals), and report writing. The PM will be responsible, directly and indirectly, for initiating, fostering, and enhancing key relationships with government, program, and donor partners and for ensuring the overall quality of the program.

The PM will develop program strategy and objectives and ensure adequate progress toward the achievement of the projects within the FLT. The PM will ensure timely flow of information regarding the activities, strategies, opportunities, critical issues and other relevant information on the Program and its projects. The PM will foster a learning environment by identifying and executing on cross program, cross geographical and technical learning opportunities throughout the organization.

Reporting and relationships: The Program Manager will report to the: To Be Determined.

Availability: The Program Manager will be expected to work a standard workweek of 40 hours plus additional hours as necessary to get the job done. The position will require light travel. 

Essential Job Functions:
  • Provides strategic leadership on program development, partnership strategy and fundraising including ensuring that each fellowship’s requirements have been addressed in proper consultation with relevant program managers, program directors and external stakeholders.
  • Manage fellows, interns, and research assistants assigned to the program; coordinates with internal staff to ensures training goals and timelines are met.
  • Within each fellowship, ensure that basic elements have been addressed and reviewed such as fellowship      recruitment, statements of work, work plans, budgets, reports, etc. This role is one of oversight in relation to the expectations that each project manager will do a quality and timely job in relation to key project      requirements.
  • Identify and pursue new partnership and funding opportunities in collaboration with the Development Team, consistent with the relevant program and organization strategies, and in accordance with the Project Lifecycle Process.
  • Ensure adequate communication within and about the Program(s) of responsibility:
    • Ensure that reporting requirements are completed on time, with appropriate quality, based on input and review by others at Landesa and working in coordination with the Program and Program Partnership teams.    
    • Collaborate with the Communications and Advocacy teams to ensure external materials advance Landesa’s mission.
  • Develop budgets in coordination with relevant members of the Operations team  and Regional Program teams, including underlying Level of Effort (LOE/staff time) allocation projections; manage the approved budget (revenues, expenses and reporting) and ensure decisions are taken according to protocol in regard to budget adjustments.     
  • Project future staffing needs and work with the Program Directors and HR to develop staffing plans to meet programs goals.
  • Collaborate with other Program Directors to ensure consistency in mentoring procedures/practices (i.e. quality control) and project/program communication consistent with guidance found within the Project Lifecycle Process and other protocol as established by the organization.
  • Periodically review and reassess the Foundations in Land Tenure (FLT) program strategies based on learnings and changes to both external and internal environment, report findings and provide recommendations to internally, as appropriate.

  • Proficiency using Microsoft Suite of products including Word, Excel, PowerPoint, Outlook, and other software.

Education and Experience:
  • Bachelor’s Degree or equivalent experience required.  Master’s degree desired.
  • 5-7 years of related experience managing international development or fellowship programs that included significant emphasis on training, education, fundraising, strong leadership skills, working knowledge of program budgeting, participatory experience with contracts and grants, human resource management and experience managing internal and external senior level relationships in an international context.
  • Experience working in fast-paced, deadline driven environments.

Physical and Environmental Conditions: Work is primarily performed indoors with some potential for exposure to safety and health hazards related to electronics work. This position does not require unusual demands for physical effort.  The noise level in the work environment is usually moderate.  Work environment involves everyday risks or discomforts that require normal safety precautions typical of places such as offices, meeting or training rooms, residences, or commercial vehicles; e.g., use of safe work place practices with office equipment, and/or avoidance of trips and falls, and observance of fire regulations and traffic signals.
