ORGANIZATION SETTING
To drive the global Human Resources and Global Office Services reform agenda, the Organization is looking for a dynamic and seasoned Director for its Human Resources and Global Office Services Department, based at its Headquarters in Rome, Italy. Under the broad strategic guidance of the Director-General, she/he will provide the leadership, vision and management to carry forward the organizational effectiveness and development initiatives, reforms, and policies relating to human resources and office services globally; ensure their full implementation; develop and support the teams; and build an organizational culture of learning and continuous improvement. S/he will be a member of the Senior Leadership Team. The successful candidate will be progressive, hands-on and client-obsessed with the credibility and gravitas to succeed in a fast moving and international environment.
THE POSITION
Under the general supervision of the Director-General, and working closely with other members of the Senior Leadership Team, the Director, Human Resources and Global Office Services will be responsible for the following duties:
- Lead change by developing and overseeing the implementation of human resources and office services strategies, policies and initiatives, in line with the overall Organizational Strategy and the operational needs of a dynamic multi-sited organization with a mobile international workforce;
- Provide strategic leadership and overall management of the Human Resources and Office Services Department to ensure effective, timely delivery of services and a coherent, collaborative, and client-service focus for these functions worldwide;
- Oversee the Human Resource function to ensure effective talent acquisition, management and retention, including recruitment, orientation, compensation and benefits administration, performance management and staff development, and provide data and analysis to support planning and management decisions;
- Manage employee grievances, disciplinary investigations and actions in coordination with the General Counsel’s office;
- In coordination with the Director, Finance and Support Services, oversee the Office Services function to ensure efficient and effective office facilities, travel policies, and staff and assets’ security in all IDLO locations, with a strong focus on client-service for both internal and external users;
- In coordination with the Department of Programs and other relevant Departments, oversee global field operations support to plan, set up, expand or close IDLO field offices, ensuring appropriate coordination among the various functions, including finance, budget, human resources, office services, information systems, procurement and logistics.
- In collaboration with the General Counsel, develop and maintain the Organization’s standing provisions such as Staff Regulations, Staff Rules, Personnel Handbook, policies, operating manuals, and guidelines, business insurance policies, and host-country agreements;
- Develop yearly operational plans and budgets for the areas of responsibility, aligning and incorporating goals and objectives with the overall IDLO Strategic Plan and Management Plan to effectively and efficiently support the strategic direction of the Organization;
- Promote and maintain the highest standards of integrity and governance in all HR and Office Services related issues and ensure compliance with policies and reforms;
- Effectively lead staff by providing clear direction, addressing staff development, and implementing performance management through ongoing dialogue, feedback, and mentoring; motivate and support staff with a view to fostering a teamwork approach in meeting objectives and goals; address possible conflicts in a positive and constructive manner; encourage initiative and maintain effective working relationships within a multi-cultural setting;
- Serve as a member of the IDLO Senior Leadership Team and contribute to shaping and defining the Organization’s vision, strategy, and key initiatives.
IDEAL CANDIDATE PROFILE
Education
- University degree in Business Administration, Human Resources or a related field, ideally with a relevant post-graduate qualification or professional certification.
Work experience
- Minimum of 15 (fifteen) years of progressive professional experience in HR, including at a senior leadership level preferably within a global development organization.
- Demonstrated experience from international organizations and/or private sector renowned for progressive HR practices is highly preferred.
- Proven people management experience is a key requirement.
Languages
- Fluent spoken and written English is mandatory, working knowledge of French, Spanish or Italian is a plus.
Specific knowledge, skills and competencies
- Excellent knowledge of leadership and management principles as they relate to non-profit/multi-cultural and complex organizations.
- Experience in a field-oriented organization is a plus.
- Good knowledge of project management.
- Excellent interpersonal and communication skills; ability to work constructively with several internal and external stakeholders.
- Keen sense of ethics, integrity and commitment to IDLO's mandate.
- Ability and willingness to travel occasionally to the field, including post-conflict countries.
COMPENSATION AND BENEFITS
The annual basic salary level for this fixed-term professional staff, internationally recruited position is in the range of € 80,000.- as per IDLO’s salary scale and according to qualifications and experience.
The compensation is net of tax for non-resident and non-Italian citizen. IDLO offers subsidized health insurance coverage including life insurance, medical and dental through Cigna International to the staff member and eligible dependents. Eligible staff member is also entitled to IDLO Provident Fund where IDLO contributes 14% of the staff member’s base salary.
