Job Description

The Justice Services and Stability for Development (JSS4D) program is an Australian Government funded aid program to support the law and justice sector in Papua New Guinea (PNG) from January 2016 to December 2019. The program will build on Australian support to the sector under the Papua New Guinea-Australia Law and Justice Partnership (2009 to June 2014) and subsequent Transition Program (July 2014 to December 2015).

The program seeks to support the PNG law and justice sector's mission of a "just, safe and secure society for all", on the basis that this will underpin private sector and human development in PNG and will contribute to Australia's national interest by promoting prosperity and enhancing stability in PNG. The program will provide targeted support to PNG's law and justice agencies, provincial governments, the Autonomous Region of Bougainville and civil society groups. PNG's efforts to reduce family and sexual violence and corruption will be specifically supported.

Cardno and JSS4D is seeking to employ a HR Officer who will conduct recruitment, contracting, induction and support of team members. Duties may include:
  • Develop and maintain merit-based recruitment and selection systems and tools. Ensure issues of gender balance and disability are mainstreamed fully into the recruitment process.
  • Provide professional Human Resources advice and support for both management and team members. Ensure relevant Cardno system and policies are implemented.
  • Contribute in developing Terms of Reference (TOR) for team members and undertake regular review of TORs to ensure they remain relevant. 
  • Conduct market research to determine appropriate salary level for LES positions.
  • Coordinate all aspects of the recruitment process, including advertising, shortlisting, preparing written and practical exams, establishing interview panels, and preparing interview questions.
  • Assist with contracting of successful candidates, ensuring fair and consistent contracting arrangements.
They will also possess the following skills:
  • Recruitment and contracting skills
  • Strong communication skills, both written and verbal and the ability to work harmoniously in a team.
  • Proven ability to work under pressure and to meet management deadlines.
  • Ability to multi-task and prioritise, with the aim of providing HRs support in an efficient manner.
  • Attention to detail in the procedures and in the support provided to Programs.
  • Well-developed negotiation/mediation/conflict resolution skills.
  • Knowledge of employment and contract law for Papua New Guinea
  • Relevant Australian Government funded program experience desired
