Research and Development Officer , Water Integrity Network Association


WIN e.V. is looking to fill the post of Research and Development Officer, based at the WIN Secretariat (WIN-S) in Berlin, Germany. 

The Water Integrity Network (WIN) was formed in 2006 to respond to increasing concerns among water and anti-corruption stakeholders over corruption in the water sector. WIN has the challenging mission to increase integrity levels and reduce corruption in the water sector with a pro-poor and pro-equity focus. It works with partners to build capacity, develop and implement integrity tools and influence decision-makers. 

Since 2006 the WIN secretariat had been hosted by Transparency International. Since 2014 we are operating as an independent international NGO, the Water Integrity Network Association (WIN e.V.). We maintain a strategic partnership with Transparency International. The Secretariat forms a small and highly committed team to further our mission in close cooperation with the network.

WIN is now recruiting a Research and Development Officer to support programme coordinators in their respective areas of work. Given the small size of WIN-S, any major research and development project is carried out with network partners and consultants. Research and development are practice-oriented—directly relevant to efforts that enhance integrity and reduce corruption. Topics currently on WIN’s agenda relate to the measurement of water integrity and corruption in the water sector, including indicator development; measurement of the economic and social damage of corruption; and further development and adaptation of tools and methodologies to enhance water integrity.

Responsibilities
The Research and Development Officer will support research and development projects in WIN through desk studies, coordination with partners in the network, and drafting of various types of reports.

Duties
- Conduct scoping and desk studies related to water integrity and corruption in the water sector
- Support coordination with staff, research and organizational partners, and consultants
- Draft, review, and edit reports
- Support the organization of workshops, meetings, and other events
Contribute to development of water integrity tools 
- Document good practices 
- Contribute to the dissemination of good practices and research and development results, e.g., through WIN’s website
- Support effective financial management of the department by compiling budgets, preparing contracts, processing payments, etc.

Required knowledge, experience, and skills
- Post-graduate university degree in a relevant disciple such as water management, economics, public policy or administration, business administration, social sciences, accounting; doctorate preferred
- At least two years of relevant work experience on topics such as corruption, water management and water governance, public sector reform, social accountability, transparency, and participation
- Experience working in a developing country
- Research experience
- English fluency and good writing skills; working knowledge of French or Spanish preferred

Summary

Contract: Full time position for two years under a two-year contract

Job grade: Programme Officer
Remunerations: According to WIN salary scales, grade II. Relocation allowance according to WIN e.V. rules.
