Purpose of the Position
There is significant untapped potential to generate additional unrestricted resources for the organization over the coming 5-10 years in countries where UNICEF maintains a direct office presence (as opposed to a National Committee) – these are mostly upper middle income countries, and a growing number of high income countries. PFP is working with regional offices, country offices and other headquarters divisions to initiate organizational changes to help capture this potential, in areas such as office leadership, staff capacity, investment, knowledge transfer and operational effectiveness. PFP's Country Office Development and Support (CODAS) Section is taking the lead in this effort, in collaboration with the Senior Management Team. Working with the Senior Advisor (Regional and Country Support), this position is responsible for progressing the aforementioned organizational changes, as well as proactively seeking and maximizing market growth opportunities, and helping overcome technical barriers to growth.
Key Expected Results
The efficiency and efficacy of the incumbent will impact PFP's ability to provide strong global leadership to grow unrestricted resources from private sector fundraising in countries where UNICEF maintains a direct office presence, in collaboration with the concerned regional and country offices. These additional resources will improve UNICEF's capacity to achieve its programmatic goals, both within the countries where this fundraising is taking place via Other Resources, and globally in the form of Regular Resources.
Key Accountabilities and Duties & Tasks
  • Ensuring optimal strategies, plans and budgets are in place in PSFR country offices to maximise revenue growth
  • Develops and keeps updated PFP guidance to COs for developing PSFR strategic plans
    Contributes to PFP guidelines to COs for developing annual plans and budgets
  • Critically assesses strategies, plans and budgets proposed by COs, and coordinates PFP feedback on same to ROs and COs
  • Monitoring, analysing and interpreting global performance of PSFR in country offices, and acting upon variance from planned performance
  • Monitors, analyses and interprets data on global PSFR performance of country offices (quarterly gross revenue report; annual revenue and expenditure report; other periodic analyses and reports)
    Identifies variance from performance and takes action to address
  • Carries out ad hoc analysis to support strategic discussions around the development of PSFR in country offices
  • Building capacity of UNICEF regional and country offices (including Regional Support Centers) to maximise PSFR growth
  • Identifies gaps in staff skills and knowledge, including office leadership, and organizes initiatives to fill those capacity gaps
    Helps ensure optimal staffing structures are in place in COs
  • Identifying global growth opportunities, and facilitating action to seize these
In collaboration with PFP's specialist teams:
  • Informed by external developments in emerging markets (competitor activity, consumer trends etc), proactively identifies growth opportunities, such as new channels and technologies.
  • Puts plans in place to seize these opportunities
  • Helps overcome technical barriers
  • Facilitating action by the PFP Division on organizational issues raised by Regional Support Centers
  • On organizational issues raised by Regional Support Centers, such as operational barriers to efficiency and effectiveness of PSFR in COs, facilitates and coordinates action by the relevant parts of the PFP Division, in collaboration with other HQ Divisions if needed, to address.
Qualifications of Successful Candidate
  • An advanced university degree in Fundraising, Marketing, Communication, Commercial Management, Business Administration or a related field. A first level university degree in combination with two (2) years additional qualifying experience may be accepted in lieu of the advanced university degree.
  • A minimum of eight (8) years of relevant and progressively responsible professional work experience, including at least 3 years in fundraising.
  • Knowledge of how UNICEF country offices operate, and experience of working in a UNICEF country office, are an advantage.
  • Fluency in English required. Proficiency in an additional UN Language (Arabic, Chinese, French, Russian, Spanish) an advantage.
