Grants and Procurement Junior Expert
This is a Short Term Expert position within the project “Territorial Strategies for Innovation in Overseas Territories and Countries (OCTs)”.
The overall objective of the project is to enhance sustainable development through innovative solutions for economic diversification and to improve regional and global competitiveness of the OCTs. The purposes of this contract are as follows:
- to support the reinforcement of OCTs and OCTA capacities on innovation and related strategy setting, and to encourage regional and sectorial cooperation when appropriate;
- to develop a shared approach and enhance the links between the main stakeholders (i.e. private sector, research, education and public authorities) on strategic objectives for supporting innovation in OCTs;
- to create the appropriate framework and tools for supporting OCTs in the formulation and implementation of their strategies for innovation.
Job description
We are looking for a Brussels based expert who will assist in the management and coordination of the procurement acrtivities needed for the implementation of pilot projects in the Overseas Countires and Territories (OCTs). Within this global objective, a set of activities will be implemented in order to:
- Organize training session the EC procedure for the pilot projects beneficiary;
- Using eLearning modules via the collaborative part of the ePlatform;
- Making Skype conference calls and webinars to assist and answer procurement and financial questions from pilot projects implementation;
- Analysis of contract amendment request (budget modification, activities modification, contingencies used…);
- Analysis of financial reports and communication with OCTA about progress;
- Developing of guidelines, tools, presentations, and templates to support PP achieve quality financial reporting;
- Monitoring of the financial reports drawing up;
- Remind to the PP the deadline of the submission of the reports and assist in the request for payment, financial report, expenditure verification report.

Job profile
QUALIFICATIONS AND KILLS: Master Degree in an area relevant for procurement (or University Degree with equivalent professional experience of 5 years in the relevant field); excellent level of English and French (written and spoken).
GENERAL PROFESSIONAL EXPERIENCE: a minimum of 8 years professional experience in public procurement.
SPECIFIC PROFESSIONAL EXPERIENCE: at least 5 years of professional experience of EuropeAis PRAG and EU procurement rules; at least 2 years of professional experience with working in EU projects.
Knowledge of the innovation context of developing countries would be an asset.
The expert should be Brussels based.
