Project Cycle Management Senior Expert
This is a Short Term Expert position within the project "Territorial Strategies for Innovation in Overseas Territories and Countries (OCTs)".
The overall objective of the project is to enhance sustainable development through innovative solutions for economic diversification and to improve regional and global competitiveness of the OCTs. The purposes of this contract are as follows:
- to support the reinforcement of OCTs and OCTA capacities on innovation and related strategy setting, and to encourage regional and sectorial cooperation when appropriate;
- to develop a shared approach and enhance the links between the main stakeholders (i.e. private sector, research, education and public authorities) on strategic objectives for supporting innovation in OCTs;
- to create the appropriate framework and tools for supporting OCTs in the formulation and implementation of their strategies for innovation.
Job description
We are looking for a Brussels based, Senior PCM Expert, who will assist Innovation managers and stakeholders in the project management of pilot projects in the Overseas Countries and Territories (OCTs) and in the coordination of the activities needed for the implementation of pilot projects. To ensure the proper implementation of pilot projects, training in project management and guiding innovation stakeholders, the Expert will provide:
- eLearning modules on the Project Management
- Skype and webinar training on the Project Management
- Permanent ad hoc support in the key project management steps, mainly in the management of the pilot projects funded by the EU grant, but as well other innovation projects in OCTs.

Job profile
QUALIFICATIONS AND SKILLS: Master Degree in an area relevant for project management or equivalent professional experience of 10 years in the relevant field; excellent level of English and French (written and spoken).
GENERAL PROFESSIONAL EXPERIENCE: a mimum of 5 years of professional experience in project management.
SPECIFIC PROFESSIONAL EXPERIENCE: experience as an expert minimum in 6 EU-funded projects; soun knowledge of EuropeAid PRAG and EU procurement rules, with implementation minimum in 4 EU-funded projects.
The expert needs to be permanently or impermanently based in Brussels.
Knowledge if the innovation and/or project management context of developing economies, as well as experience with the OCTs, will be assets.
