HR Manager - Turkey/Syria

Overview:

Global Communities’ Office of Humanitarian Assistance (OHA) has developed a strategy for the organization’s response to the Syria crisis, anchored in a field presence. Specifically, OHA is responding directly in Syria, intensifying GC’s assistance to Syrian IDP’s. This is being carried out through an approach to programming where projects focus on the sustainability rather than relief delivery.
GC is a fully registered organization in Turkey and are currently building its humanitarian response professionals in Turkey. GC intends to hire a full-time Human Resources Manager (SOW herein) to implement projects, while based in Gaziantep through humanitarian assistance programming.

Responsibilities:

  • Develop and implement GC HR Policies and procedures for the mission.
  • Follow up changes in employment and labor laws and regulations and apply them.
  • Maintains organization staff by establishing a recruiting, testing, and interviewing program; counseling managers on candidate selection; conducting and analyzing exit interviews; recommending changes.
  • Prepares employees for assignments by establishing and conducting orientation and training programs and ensure all staff receive full induction into the organization.
  • Maintains a pay plan by conducting periodic pay surveys; scheduling and conducting job evaluations; preparing pay budgets; monitoring and scheduling individual pay actions; recommending, planning, and implementing pay structure revisions.
  • Maintains employee benefits programs and informs employees of benefits by studying and assessing benefit needs; recommending benefit programs to management; directing the processing of benefit claims.
  • Provide guidance and direction to the staff on compensation and benefits.
  • Ensures planning, monitoring, and appraisal of employee work results by managers to coach and discipline employees; scheduling management conferences with employees; hearing and resolving employee grievances; counseling employees and supervisors.
  • Maintains management guidelines by preparing, updating, and recommending human resource policies and procedures.
  • Maintains historical human resource records by designing a filing and retrieval system; keeping past and current records.
  • Supervise, train and develop HR team.
  • Maintains professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; participating in professional societies.
  • Completes human resource operational requirements by scheduling and assigning employees; following up on work results.
  • Maintains human resource staff by recruiting, selecting, orienting, and training employees.
  • Maintains human resource staff job results by counseling and disciplining employees; planning, monitoring, and appraising job results.
  • Contributes to team effort by accomplishing related results as needed.
  • Any other assignment by supervisor.

Qualifications:

  • A post-graduation degree in a related field
  • Minimum 6 years of experience from working as a senior HR Manager in a non-governmental organizations.
  • Knowledge of accepted HR practices and procedures.
  • Good knowledge and understanding of Turkish Labor Law.
  • A proven record of effective management
  • Documented results related to the position’s responsibilities
  • Computer/word processing and standard office software skills.
  • Knowledge about own leadership skills/profile
  • Professional experience in areas related to the job requirements
  • Must be fluent in Turkish and English both at verbal and written level; Arabic speaking skills a plus.
  • Self-motivated, demonstrated capacity to work effectively in a fluid operating environment with minimal supervision
