Monitoring and Evaluation Manager

The Monitoring and Evaluation Manager serves as an in-country technical support on project specific monitoring and evaluation activities in Senegal. S/he will lead efforts to ensure accurate data and regular results reporting designed to improve program management. The M&E Manager will monitor and measure how well the project has achieved or is progressing toward targets, with a focus on coverage and quality. S/he will establish the project results framework and oversee collection and analysis of data and information required by the project. The M&E Manager will also play a critical role in cost-effectively disseminating results and lessons learned to key internal and external audiences, maintaining the high technical quality of all knowledge sharing mechanisms and content, and ensuring project reports meet project standards. S/he will be responsible for planning, development, implementation, monitoring and evaluation of project activities in Senegal, and analysis of data from the project and government databases. S/he will coordinate his/her work with US-based support from the Chapel Hill office.

The Monitoring and Evaluation Manager will report to the Chief of Party.

ESSENTIAL FUNCTIONS
• Participate in the development of an annual monitoring and evaluation plan and budget.
• Ensure that data required for demonstrating program impact and lessons learned are collected, analyzed and integrated into program monitoring and evaluation systems.
• Monitor program activities, and progress related to impact and sustainability of innovative interventions.
• Oversee the collection of information and the documentation of progress towards results for all project activities, following the guidance provided by the donor, the MOH and the Monitoring and Evaluation Unit in Chapel Hill.
• Work with other project staff to ensure that they understand relevant indicator definitions and data collection instruments and their M&E reporting responsibilities.
• Identify short-term technical assistance needs. Develop scopes of work for these assignments, and arrange for contracting and fielding of qualified international and local consultants.
• Ensure adherence to technical quality and fulfillment of programmatic activities within the work plan and budget.
• Support the process of developing and presenting quarterly and annual project progress reports to donor.
• Contribute to activities and work teams as assigned.

EDUCATION / EXPERIENCE REQUIREMENTS
• Advance degree in a relevant discipline, and applied skills in designing and implementing monitoring and evaluation activities and formative or operations research for maternal and reproductive health programs.
• A minimum of five years relevant experience working in an NGO environment with a focus on development, preferably in the field of health.
• Demonstrable analytical skills and experiences to identify and evaluate best practices and state-of-the-art approaches.
• Strong written and organizational skills for reporting on program and study results.
• Self-starter with competence to assess priorities; manage a variety of complex activities in a time-sensitive/emergency environment, and meet competing deadlines.
• Excellent interpersonal skills and demonstrated ability to interact professionally with diverse people, clients and consultants.
• Demonstrated competence to assess priorities and manage a variety of activities in a time-sensitive environment and meet deadlines with attention to detail and quality.
• Ability to work as an effective team member in a complex and fast paced environment.
• Excellent verbal and written French and English language skills.

WORKING CONDITIONS / PHYSICAL REQUIREMENTS
• Willingness and ability to work independently with all stakeholders.
• Willingness to accept additional responsibilities and to work overtime as required.
• Willingness to travel throughout Senegal to work with partners and key stakeholders, and potentially internationally, as required.
