Water Management Economic Mechanisms Expert, Moldova

We are currently seeking a short-term Water Management Economic Mechanisms Expert for the Irrigation Sector Reform Activity (ISRA) in Moldova. The position will start in February 2011. ISRA is one of the four integrated activities in the Transition to High Value Agriculture Project, an MCC-funded project aimed at revitalizing Moldova’s position as a key exporter of high-value agricultural produce.

Responsibilities:
• Develop methodology to conduct a review of water management economic mechanisms in Moldova based on the GWP IWRM toolbox, draft Water Law and relevant EU legislation from home office.
• Review existing Moldovan institutions and their capacity to implement IWRM practices relating to water management economic mechanisms.
• Identify international best practices that are relevant and suitable to the Moldovan context.
• Undertake gap analysis of IWRM in Moldova and highlight the differences between existing water management economic mechanisms in Moldova, best IWRM practice and the tasks required to overcome the gaps.
• Work in close collaboration with the local expert on water management economic mechanisms to collect relevant information.
• Participate at meetings and prepare presentations per request of ISRA Team Leader and RBM Deputy Team Leader.
• Liaise with the RBM Deputy Team Leader and other international and local experts to review existing Moldovan institutions and their capacity to implement IWRM practices as needed.

Qualifications:
• At least seven years of direct relevant experience in water management economic mechanisms is required.
• Master’s degree in water management economics or a related field is required.
• Experience working in the Former Soviet Union is preferred.
• Good writing and communication skills.
• Fluency in English is required.
