Groundwater Expert, Moldova

Groundwater Expert, Moldova

We are currently seeking a short-term Groundwater Expert for or the Irrigation Sector Reform Activity (ISRA) in Moldova. The position will start in February 2011. ISRA is one of the four integrated activities in the Transition to High Value Agriculture Project (THVA), an MCC-funded project aimed at revitalizing Moldova’s position as a key exporter of high-value agricultural produce.

Responsibilities:
• Develop methodology to conduct a review of groundwater institutional and monitoring framework based on the GWP IWRM toolbox, draft Water Law and EU groundwater legislation from home office.
• Review existing Moldovan institutions and their capacity to implement IWRM practices.
• Identify international best practices that are relevant and suitable to the Moldovan context.
• Undertake gap analysis of IWRM in Moldova and highlight the differences between existing groundwater management approaches in Moldova, best IWRM practice and the tasks required to overcome the gaps.
• Review the groundwater quality and quantity monitoring network and make recommendations to improve and upscale it.
• Consider which water management agency is best suited to manage GIS and groundwater databases in the long term.
• Make preliminary identification of groundwater bodies to be associated with the Dniester and Danube-Prut river basin districts.
• Review the available data and techniques used to collect, collate and analyze groundwater quality and quantity data. Make recommendations to improve these techniques, including for hardware and software upgrades, and develop consistent, compatible techniques that facilitate IWRM practices.
• Work in close collaboration with the local groundwater expert in charge to collect groundwater-related information.
• Participate at meetings and prepare presentations per request of ISRA Team Leader and RBM Deputy Team Leader.
• Liaise with the RBM Deputy Team Leader and other international and local experts to review existing Moldovan institutions and their capacity to implement IWRM practices as needed.

Qualifications:
• At least seven years of direct relevant experience in groundwater analysis and management is required.
• Master’s degree in water management economics or a related field is required.
• Experience working in the Former Soviet Union is preferred.
• Good writing and communication skills.
• Fluency in English is required.
