Oxfam GB, as the ACCRA lead, is looking for an evaluation team capable of providing a rigorous, credible, independent evaluation of the ACCRA’s work. The evaluation should also inform ACCRA’s phase 2, which is currently under design and will run from November 2011 to October 2014. The evaluation will be carried out in September 2011, and be finalised by the end of October 2010. ACCRA will be looking for evaluation partners in the longer term over our second phase, so this is an opportunity for the right team to work with us to develop and improve our programme.

Oxfam invites bids from organisations, or individuals, with the experience and skills described above. Joint bids are welcome. Tenders should include:
1. A cover letter introducing the evaluators/organisation and how the skills and competencies described above are met, with concrete examples.
2. A 2-page outline of the proposed evaluation process including:
a. Proposed outline methodology.
b. Management arrangements.
3. A 1-page budget covering all major costs, including translation and travel in-country.
Oxfam prefers to pay an agreed price for the totality of the work including the field trips. We anticipate the total budget would be in the region of £20k, though costed proposals will be considered.
4. A 1-page CV for each evaluator.
5. One example of a previous evaluation (one each for joint bids)
Tenders should be emailed to Jo Lofthouse (jlofthouse@oxfam.org.uk at Oxfam GB, Uganda by close of business.
Criteria for selection will be:
· Clear, credible, structured proposed methodology.
· Excellent track record and respect in the evaluation/research/climate change field.
· Demonstrable experience of conducting complex evaluations.
· Experience of research and advocacy / policy influencing work.
· Ability to manage the totality of the evaluation, including logistics and recruiting and managing other team members where necessary.
· Excellent interpersonal skills and adaptability.
· Time available during the critical Aug-Oct period.
· Value for money.
