Job Summary

Working with the Head of Section (Small States, Environment and Economic Management) and the designated Economic Adviser (position currently vacant), the Economic Officer will support implementation and reporting of work in the following thematic areas: climate change and the Lake Victoria Commonwealth Climate Change Action Plan; and mainstreaming environmentally sustainable development.

S/he will be required to progress projects, contracts and publications, prepare briefings and materials for public outreach, research specific topics and search for data, liaise with governments and contacts in international organisations, and represent the Commonwealth Secretariat at technical meetings in relevant areas.

Task Description

Providing support to assigned Economic Advisers, the post-holder will:

• Provide support in the development and delivery of programme activities related to climate change and sustainable development. In particular, current responsibilities relate to:

a) Managing a project to review Commonwealth legislation related to climate change and publishing findings and living practice in an accessible format. The project seeks to build the capacity of Commonwealth parliamentarians in respect to their role on climate change, including a project that will be reviewing current legislative/parliamentary processes on climate change within the Commonwealth, and the consideration of consultative mechanisms and rights-based approaches within this field.

b) Managing the publication of a handbook on sustainable development governance ahead of the PrepCom for the UN Conference on Sustainable Development in Rio in 2012 (March 2011) and supporting implementation on next steps.

c) Supporting follow-up to the climate change finance conference in January 2011.

• Progress the development and publication of studies and reports.
• Manage the implementation of projects, as required.
• Draft and monitor the implementation of contracts.
• Provide support in the organisation and servicing of meetings related to the work plan.
• Prepare briefs, as required, on progress under the work plan for Programme 7.
• Support the development and maintenance of partnerships with key agencies to progress specific elements of the work plan.
• Support liaison with relevant Secretariat Divisions to progress the progressing the work plan.
