Afghanistan Program Manager – Disaster Preparedness/Risk Reduction

The disaster preparedness/risk reduction program manager will have overall management responsibility for the USAID/OFDA-funded disaster risk reduction project, to be implemented in 8 provinces of Afghanistan. In this capacity he/she will directly oversee planning, implementation, and monitoring of DRR project activities and also support project manager and coordinators for successful implementation of activities in that country. The PM will manage the overall project budget and compile progress reports for submission to donor. In addition, the PM will serve as the agency’s emergency preparedness focal point for Balkh province, ensuring preparedness plans are up to date, building country program capacity in this area, and coordinating effectively with government, UN, NGOs, and other actors working in disaster preparedness. The PM will contribute actively to the development of new programs and funding proposals in disaster risk reduction area, and if these are successful may take on management responsibility for additional DRR projects.

  1. Programme Implementation and monitoring • Provide guidance and support to field staff and other colleagues to ensure that disaster risk reduction project(s) is implemented effectively with high impact according to agreement with donor and state-of-the-art technical quality standards. • Lead preparation, review, and periodic revision of detailed implementation plans for DRR project(s). • Monitor progress through field visits, review of indicators, and meetings with staff, communities, partners, and other stakeholders.
  2. Strategy/Program Development  Maintain a solid, up-to-date understanding of the main disaster risks and vulnerability factors affecting children and communities in Afghanistan, and use these to inform the development of country program strategies. • Develop new concept notes and/or funding proposals for disaster risk reduction/preparedness activities, depending on donor interests identified.
  3. Coordination/Representation  Serve as agency’s primary contact with the local USAID/OFDA delegation and other donors supporting preparedness and DRR activities, maintaining productive relationships with these entities.  Through participation in the OCHA network and humanitarian cluster system, coordinate effectively with other NGOs and UN agencies working in disaster preparedness.  Build a productive working relationship with relevant government bodies, primarily the ANDMA  Contribute to inter-agency risk and vulnerability assessments. • Maintain regular, productive communications with SC’s disaster risk reduction technical advisor and regional emergency preparedness specialist.
  4. Emergency Preparedness Capacity Development  Help build and maintain the capacity of Save the Children staff and partners to respond to emergency/disaster situations.  Ensure that country emergency preparedness plans are relevant and up to date. • Coordinate emergency preparedness capacity building activities with other organizations.
  5. Budget Management  Work with finance department, to ensure effective management of USAID/OFDA project budget, with full compliance to donor’s regulations.  Identify potential variances of expenses vs. budget, and recommend appropriate adjustments.
  6. Human Resource Management  Ensure that all staff working on DRR project(s) have updated job descriptions, work plans, and clear lines of authority and communications. • Provide effective coaching, mentoring, and supervision to DRR project staff, including “dotted line” technical supervision of Kyrgyzstan program manager.
  7. Reporting and Documentation  Prepare project progress reports for donor  Contribute DRR/preparedness content to other agency reports, submitted to SC headquarters, government, and other interested stakeholders. • Document case studies of successes, challenges, and other DRR project experiences to assist organizational learning
