Afghanistan Operations Manager

The main purpose of this position is to provide operations and support services management support for the implementation of health and education projects in Uruzgan.

KEY AREAS OF ACCOUNTABILITY :

Operations Management • In conjunction with the Deputy Chief of Party, design and develop an integrated operations plan for the provision of support services in Uruzgan Province. • Ensure the integrated, efficient and effective provision of finance, HR, logistic, facility management and security services. • Work closely with project managers to plan and support project delivery. • Seek to continuously improve operations management in support of projects. • Provide input into strategic and annual plans for the UHEP to maximize impact in achieving longer-term, medium term and short-term programme objectives. • Directs, coordinates and controls support service personnel in close collaboration with Deputy Chief of Party • Ensures compliance with Afghanistan Country Office and Save the Children directives, manuals and instructions in the provision of support services • Coordinates the delivery of support services with supporting Country Office departments to ensure that the programmes operations are running effectively, efficiently and in accordance with Country Office directives, manuals and instructions;

Human Resource Management & Capacity Building • Manage and provide support and technical assistance to support service staff. • Ensure staff have clearly defined objectives and understand their responsibilities and objectives. • Provide training and development opportunities to operations staff. • Ensure relevant capacity building opportunities for operations staff, partners and local communities. • Build the capacity of education team to ensure that they support implementation team to make informed management decisions using M&E data to maximize use of resources for positive and sustainable outcomes for children.

Emergency Response • Support breaking Uruzgan based emergencies as and when required. • Develop contingency plans for likely emergency response. • Manage the planning and implementation of emergency response.

Risk Management • Coordinate the Risk Management process, including monitoring and analysis of security and organisational risk, risk management planning, management of risk mitigation implementation, audit and compliance of risk management plans and coordination of risk managers.
