Pakistan Livelihoods Programme Officer

TrĂ³caire's International Department consists of a number of units based in Ireland and regional and country offices throughout Africa, Asia & the Middle East and Latin America. The Asia and Middle East (AME) region, in which this post is based, is one of five in which TrĂ³caire operates globally. In the Asia region TrĂ³caire works in Myanmar, Cambodia, India, Pakistan and Timor Leste. This position is based in TrĂ³caire’s Pakistan office in Islamabad. Background to the Role: TrĂ³caire works in partnership with local organisations to overcome poverty and promote justice in developing countries. TrĂ³caire has been in Pakistan since 2006 focusing on the issues of bonded labour, gender based violence and improving livelihoods, as well as supporting humanitarian work.
Reporting to: Programme Coordinator Managing: (Individuals/Team) Programme Support Officer Contract Type: Fixed Term Contract Duration: 2 years Grade and Scale: Programme Officer Overseas Scale Location of Position Based in Islamabad with frequent travel within Pakistan and occasional travel within the Asia region. Scope of the Role: The Livelihoods PO will be responsible for managing a strong and innovative livelihoods/environmental justice programme in Pakistan in line with strategic priorities adopted by TrĂ³caire in its institutional strategic plan for the period 2006-2016. This programme focuses on marginalised rural communities with the aim of strengthening their access to resources in order to strengthen food security and income generation. The programme includes a strong focus on disaster risk reduction to reduce the vulnerability of rural livelihoods to external shocks and the effects of climate change, as well as the strengthening of organised advocacy capacities to influence government policies. The Livelihood Programme Officer will take overall responsibility for the implementation of the programme and work to enhance the quality of implementation of programme initiatives undertaken by local partners.

Key Duties & Responsibilities Programme Management and Development Implement TrĂ³caire’s livelihoods programme which will include:
• Prepare Programme Proposal Documents, Project summaries and annual programme reviews. • Providing appropriate technical and financial support, advice and direction to partners in all aspects of project cycle management.
• Review new and existing proposal applications from partners with a view to recommending them for funding. • In co-operation with the Asia Institutional Funding Officer, identify projects suitable for co-financing and assist with the preparation of submissions to various donors. Programme Quality • Carry out regular monitoring visits to partners and ensure that reports are written on each visit and shared with the Regional Programme Manager. • Contribute to organisational learning through systematic documentation, monitoring, evaluation and sharing of information with other staff working in the region and the relevant Programme Teams, in particular the Sustainable Livelihoods and Gender Teams. Advocacy, policy and communications • Support partners to engage in policy development and advocacy where appropriate and build alliances between partners and international advocacy networks. • Maintain strong links with TrĂ³caire’s Communications, Campaigns and Development Education departments to assist in briefing the media and the public on TrĂ³caire’s livelihood work in Pakistan. • Where necessary, liaise with local government officials and ensure that partners keep local authorities informed of TrĂ³caire-supported programmes. Administration and finance • Develop and monitor annual programme and administration budgets for the livelihoods programme • Timely preparation and submission of partner budgets and proposals for approval. • In collaboration with the Finance and Admin Officer monitor partners’ financial reports and ensure that audits take place. • Ensure that risk assessments of partners take place. Personnel Management • Oversee the work and manage the programme support officer. Other Tasks • Deliver on other tasks as agreed with the Regional Programme Manager. Person Specification – Essential (E) (E) Qualification: • Graduate level education in development studies or a relevant subject at Masters Level (E) Experience: • At least three years experience working in the development sector • Knowledge of sustainable livelihoods issues • A minimum of two years overseas experience • At least two years experience of working in partnership/ capacity development of local institutions • Experience of donor proposal development and donor grant management • Familiarity with development and emergency contexts. • Familiarity with the Pakistan context (E) Skills: • Proven ability to manage and build capacity of partner organisations. • Good understanding and experience of project/programme management cycle, and participatory appraisal techniques • Good understanding of financial management systems and budget monitoring and reporting. • Demonstrated knowledge of analysis and writing. • Good written and oral communications in English • Interpersonal and team-work skills • Ability to adapt to a new working environment and use own initiative (E) Qualities • Ability to work in inter-cultural and inter-religious environments (E) Other: • Availability to work outside normal hours and travel extensively within the country and outside when necessary Person Specification – Desirable (D) (D) Qualification:
