* Incumbent will reach full performance level (FP-7/ FSN-7) after performing at a satisfactory level during 52 weeks.

Basic Function of Position
The American Citizen Services Assistant provides consular help to Americans, whether residents or temporary visitors in Belgium and to Belgians seeking aid in questions concerning the U.S. Specifically: Contacts with local police Provides assistance in cases involving U.S. citizens who are ill, hospitalized, mentally disturbed, or destitute Assists U.S. citizens in dealing with local authorities Under supervision of FSN supervisor, handles death and estate cases Reports arrest cases to the Department of State, drafts correspondence related to prisoners and their trials and assists in performing the full range of services linked to judicial assistance In notarial services, incumbent verifies documents drawn up for notarial action and prepares such documents for review and execution by consular officers.
The ACS Assistant also assists the principal passport and citizenship assistant and accepts and verifies applications for U.S. passport issuances. Under the supervision of the FSN supervisor, s/he processes unusual citizenship cases to a point of final review. In absence of the FSN supervisor, the ACS Assistant performs passport and citizenship services, including extensive interviews and alerts the Consular Officer of any unusual or possible fraud cases and prepares complex advisory opinions.
The incumbent also takes care of other Consular services: Routine correspondence in English, French and Dutch Following up on travel advisories and worldwide country information sheets
Responsible for maintaining a number of listings that provide information to the American public On a rotational basis, handles daily consular cash receipts for the entire section in dollars and Euros, collecting fee payments in cash, credit card, traveler checks, and U.S. postal money orders
Qualifications Required
Note: All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item.
1. Education: A college degree or equivalent is required
2. Experience: 3-5 years of progressively responsible experience in work involving the application of complex legal and regulatory material coupled with extensive public contact.
3. Language Requirements: Level IV (fluent) in reading, writing and speaking English, French and Dutch is required. The incumbent must be able to understand legal texts and draft in all three languages.
4. Job Knowledge: After a thorough training, the ACS Assistant must develop an in depth knowledge of Special Consular Services, Department instructions and Belgian legal requirements, regulations in connection with all consular functions and a knowledge of local regulations concerning marriage, death, work permits, and residence permits. S/He must also be able to develop a thorough knowledge of American and Belgian laws (including areas as citizenship, child custody, Belgian immigration laws, and the Belgian system of criminal justice). To perform the citizenship and passport functions of this position, an expert knowledge is of applicable laws, regulations, legal precedent and court decisions, including pertinent local laws and practices is required.
5. Skills and Abilities: The ACS Assistant must exercise of tact in dealing with the public. S/He must have the ability to work under continuous pressure, draft routine correspondence in three languages and have the ability to deal courteously and efficiently. The incumbent must screen all clientele at American Citizen Services (ACS) counter for referral to appropriate sections. S/He operates the electronic cash register in normal daily transactions, after having received in-house training.
