MOBILE NETWORK MANAGER

Reporting to: Network Operations Manager

Applicants must have:

  • A bachelor’s degree in Electrical , Telecommunications Engineering
  • 5 Years’ experience mobile telecommunications environment.
Duties and Responsibilities:
  • Create clear operational guidelines for the whole mobile network and effectively apply them.
  • Create an OPEX budget with itemized limits and ensure its optimum and efficient utilization within these limits.
  • Use operational budget codes to manage monitor monthly expenditures to control any over-budgeting expenses.
  • Ensure effective maintenance, operations and integrity of all wireless network elements.
  • Ensure preventive and curative maintenance across the whole wireless network; including 2G, 3G, CDMA and WIMAX networks.
  • Ensure network maintenance support to all UTL sites in the country.
  • Provide and ensure support for sites rollout and within time frame.
  • Provide 24/7 network monitoring and troubleshooting support for the entire UTL wireless networks in collaboration with the various technical groups.
  • Effectively supervise and monitor the sub-contractors/services providers’ activities and performances.
  • Develop a spares tracking mechanism for all spares in the mobile network.
  • Prepare and submit training plans and ensure effective training within the agreed timelines.
  • Ensure that Performance Management and staff motivation handled appropriatetly.
  • Develop and implement a succession plan. Ensure BCM (Business Continuity Management) within the department

TRANSMISSION MANAGER

Reports to :Chief Technical Officer

Applicants must have
  • Bachelor in Electrical, Telecommunications Engineering or any other relevant field.
  • At least seven years’ experience in Transmission and Radio maintenance.
  • Must have sound technical knowledge in Radio multiplexers and Optical transmission.
Duties and responsibilities
  • Create clear operational guidelines for the wireless and fiber transmission network and ensure that these guidelines together with other Transmission Policies and Processes are practiced for improved Network performance and Customer satisfaction.
  • Create an OPEX budget ensuring that both adequate provisions have been made for the funding of all planned activities and its optimum and efficient utilization.
  • To ensure that planned Transmission projects are implemented efficiently within scheduled time. These include Transmission Radio microwaves, optical fibre links and SDH Add and Drop Multiplexers (ADMs), Towers, network expansion and connection of new customers with UTL services etc.
  • Coordinate with Planning and Engineering team regarding system upgrades, implementation of redundancies and protection of various links, updated configuration, and mapping of transmission network for downgrade and expansion.
  • Ensure that all transmission network elements are effectively monitored on a 24/7 basis by the NOC team.
  • To prepare Weekly &Monthly Transmission performance Reports for further Analysis with a view to improve UTL Network.
  • Develop a spares tracking mechanism for all spares in the transmission network.
  • Prepare and submit training plans and ensure effective training within the agreed timelines.
  • Develop and implement a Succession plan.
  • Ensure BCM (Business Continuity Management) within the department (Provision of tools and spares enough to run the network)

FIXED NETWORK MANAGER

Reporting to: Network Operations and Manager

Applicants must have:
  • Bachelor’s degree in Electrical, Telecommunications Engineering or any other relevant field.
  • Postgraduate level in any related field is an added advantage.
  • 5 years’ experience, 3 of which need to be in an Engineering Management Position.
Duties and responsibilities
  • Develop and implement operational guidelines for the team and ensure that they are adhered to. These will include quality control systems and Procedures to minimize downtime and maximize network performance.
  • Create an OPEX budget with itemized limits and ensure its optimum and efficient utilization within these limits.
  • Contribute to the development of the Technical Strategic Plan in line with the Corporate Strategy.
  • Maintain an effective system of communications throughout the organization on network performance related issues and with key customers, equipment vendors and other contractors
  • Manage the deployment of new fixed network technologies and services and ensure proper Network Performance Monitoring, Quality of Service Management and Reporting.
  • Co-ordinate the objectives and work plans across all the staff members of the Fixed Network team to ensure strategic plans are met.
  • Follow-up with other entities on network problems and ensure they are resolved within agreed KPIs.
  • Develop and implement a spare tracking Procedure for the fixed network.
  • Handle Performance Management and staff motivation issues appropriately and take steps to ensure that appropriate measures are taken to correct unsatisfactory results.
  • Prepare and submit training plans and ensure effective training within the agreed timelines.
  • Develop and implement a Succession plan.
  • Ensure BCM (Business Continuity Management) within the department (Provision of tools and spares enough to run the network
