Project/Proposal Summary:
The Measuring Impact of Stabilization Initiatives Project (MISTI) will assess and evaluate the impact of the United States’ stabilization efforts throughout Afghanistan. The project will collect, synthesize and analyze data at the district, provincial and regional levels to track high-order stabilization trends and help shape USG and Government of the Islamic Republic of Afghanistan (GIRoA) policy and practice related to transition. MISTI will also contribute to the larger body of knowledge on best practices and lessons learned related to the design, implementation and assessment of stabilization activities within a counterinsurgency context.

Position Summary: The Chief of Party will be responsible for all aspects of project, technical, financial and personnel management. S/he will ensure quality oversight of all products provided by the MISTI program, including those from short-term experts for evaluations and other assignments, and will work closely with Mission, Embassy and GIRoA officials.

Responsibilities: • Lead program implementation and oversee all technical and managerial decisions related to monitoring and evaluation systems, including: o impact evaluations of existing USAID and OTI projects o the creation and/or revision of performance monitoring plans for new and ongoing programs o stabilization trends analysis o the creation of a knowledge management plan and evidence base • Recruit and supervise both long and short-term U.S., third country, and local experts; • Ensure quality oversight of all services rendered for the project, including those from short-term experts for evaluations and other assignments; • Represent MSI in meetings with senior USAID, GIRoA and implementing partner representatives; • This position is based in Kabul with some travel throughout Afghanistan.

Qualifications: • In depth technical expertise in monitoring and evaluation for international development; • Prior experience in post-conflict countries and with stabilization programs; Afghan experience preferred; • Strong management skills, preferably as Chief of Party for USAID funded projects, and the ability to recruit and supervise short-term U.S., third country and local experts; • U.S. citizenship required; • Minimum of a Master’s Degree and at least 12 years of international development programming and management experience; • Excellent reporting, writing, presentation and interpersonal skills; • Ability to interact effectively with Mission, Embassy, and GIRoA officials.
