Chief Procurement, P-5, Geneva

Purpose

Under the overall guidance of Deputy Director, Operations and Finance, you will be responsible for developing and implementing overall procurement strategies and activities for PFP. This involves planning, coordination, implementation, monitoring and control, and guidance to staff in the procurement unit. You will ensure the timely and cost effective delivery of goods and services for all customer sections/units within the Division and within the Geneva HQ environment.

Key Expected Results

  1. Develops and maintains the strategic role of procurement in provision of cost effective and efficient supply solutions that contribute to achievement of broader section, division and organizational objectives.

  2. Acts as principal adviser on procurement to units within PFP and other sections/divisions in UNICEF Geneva, and to National Committees on issues related to procurement of local products and services. Develops tools and guidelines to assist customer units in procurement activities, and contributes to development and updating of procurement guidelines for National Committees.

  3. Stays informed of global market situation and keeps abreast of supply market intelligence in relevant goods, commodities and service sectors. Sets review criteria for all supply specifications and coordinates with Marketing & Sales and Quality Assurance units to ensure market opportunities are fully exploited.

  4. Plans, directs and coordinates the work of the Procurement Unit - responsible for development and implementation of the unit workplan, sets objectives for the unit and for procurement staff, assigns responsibilities, establishes training plan for the unit, and evaluates performance of staff against individual workplans.

  5. Secures compliance with Financial Rules & Regulations, General Terms & Conditions, and Auditor’s recommendations/observations in all procurement activities. Provide guidance to staff of the procurement and customer units in all related rules and regulations.

  6. Responsible for final clearance of all Invitations to Bid, Requests for Proposal, Award Recommendations, CRC Submissions, Contracts, and Long Term Agreements (LTAs) related to contracting for goods and services. Directs negotiations with suppliers on major contracts and coordinates all Long Term Agreements (LTAs).

  7. Ensures that supplier list is maintained, and in liaison with the Quality Assurance Unit, ensure that PFP only procures from suppliers that are technically compliant with all quality and safety related standards and policies, comply with UNICEF Supplier Code of Conduct, and maintain compliance with UNICEF social audit requirements.

  8. Responsible for long term commercial relationship with LTA suppliers, ensures that prices and rates are adhered to, and remain competitive over the lifetime of the contract, and that suppliers achieve a high level of invoicing accuracy.

  9. Develops and maintains appropriate supplier performance management system, including processes and controls to ensure that records are kept updated, and results of supplier performance evaluations are monitored and information is used to continuously improve sourcing and supplier relationship management.

  10. Analyses procurement related work processes, systems and contract arrangements to continuously simplify, improve efficiency and reduce complexity.

Qualification

Advanced university degree in Business Administration, Management or related technical field, with training in global purchasing or supply administration*.

Ten years of progressively responsible relevant work experience at national and international level in supply/ logistics management. Experience in purchasing for the printing, graphic art or packing industry is an asset.

Fluency in English and another UN language. Knowledge of local language at the duty station is desirable.

*A first level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.
