Communications Specialist, National and Provincial Administrative Reform Project (TARABOT), Iraq

MSI was recently awarded a four year, $150 million USAID funded project that will support administrative reform in three key areas: civil service reform, national policy management and administrative decentralization reforms. MSI will work closely with the Government of Iraq at the national, regional and provincial levels.

Project Summary: Management Systems International, an international development consulting firm based in Washington, DC, is implementing the Tarabot public administration project in Iraq. The Tarabot project works to improve the functions of the GOI’s public institutions in order to improve services delivery processes through better governance and resource management approaches. MSI is seeking a mid-level Communications Specialist for a Baghdad-based position.

Position Summary: The Communications Specialist will serve as the resident communications lead for MSI’s USAID-funded Tarabot project in Iraq. The Communications Specialist will work in concert with internal stakeholders and the donor to develop and report on activities that highlight and explain contributions to Iraq and the GOI’s public institutions to target audiences, stakeholders, HQ, and interested USAID and MSI partners. This is a full-time, expat position.

Responsibilities: • Help develop a comprehensive communications plan for the project; • Produce draft content for reports to HQ, donors, and for publication; • Assist with communications and outreach activities in the field; • Compile, draft, and format information for specific publications, including fact sheets, USAID Telling Our Story products, brochures and PowerPoint presentations to a range of intended audiences; • Edit program documents; • Support use of video and new media to promote USAID’s interest in Tarabot; • Interface with project staff to gather information; may also require visiting project sites and interviewing project beneficiaries when possible; • Lead a team of local staff engaged in project communications; and • Provide guidance on branding requirements for the project.

Qualifications: • A background in journalism or public relations preferred; • Prior experience with relevant communications and outreach skills on international development projects preferred; • Experience preparing program materials for USAID projects; • Excellent writing skills and oral communication skills; • Must be able to design, draft and finalize communications products under tight deadlines; • Ability to work independently; • Proficiency with Microsoft Office and other media creation/editing programs; • Experience designing and formatting newsletters and brochures; • Commitment to live and work in Iraq; preference for individuals who have worked in developing countries under difficult conditions; and • Complete fluency in English; Arabic will be a major advantage.
