Summary:
The American Red Cross (ARC) Disaster Management Delegate will serve in Kuala Lumpur, Malaysia. The Disaster Management Delegate will be responsible for performing a wide variety of activities to support ongoing efforts to provide assistance in the event of a disaster and in preparation for disaster response in Asia and the Pacific. The Disaster Management Delegate interfaces with the National Red Cross Societies of Asia and the Pacific, the International Federation of the Red Cross and Red Crescent Societies, other Red Cross Movement partners, and external actors. This is a full time position for a minimum of 366 days with the possibility of extension. This is an accompanied post.

RESPONSIBILITIES:
Respond to disasters in the region in support of affected National Red Cross Societies as. Activities include but are not limited to “24/7” disaster monitoring, including both slow and rapid-onset disasters; assisting in the selection of an Operations Manager for major response interventions; mobilizing and coordinating external support as required by disaster operations; requested by Operation Manager in the field; ensuring that relief plans are coordinated with host National Societies and Technical Departments; ensuring that National Societies’ mandate, roles and capacities are recognized and used effectively in emergency response; supporting the effective use of regional expertise and capacities in disaster response ; providing advice on programmatic aspects of the transition from relief to recovery, rehabilitation and reconstruction; contributing to the design and use of learning and capacity development material in disaster management; and maintaining rosters of DR personnel,

Delegate will also research prevailing/frequent disaster risks on a country by country basis in the region, and analyze the vulnerability and capacity of targeted countries and corresponding National Red Cross Societies; work on the development and facilitation of disaster response workshops and trainings; and provide American Red Cross with information on response activities as required.

QUALIFICATIONS:
Bachelors degree required (Masters preferred). At least five years minimum experience in emergency humanitarian response, with experience working on disaster readiness, planning and preparedness programs, including developing and/or facilitating training courses. Candidates must demonstrate depth and breadth in their knowledge and experience related to disaster response, planning and preparedness programming. Experience setting up, managing, and coordinating disaster responses, including leading multi-national response teams, preferred. Overseas experience (3-5 years) preferred. English fluency required. Experience working within the Red Cross/Red Crescent Movement preferred. Strong computer, organizational, and information management skills. Must be flexible, adaptable to change and have the ability to maximize results through collaboration with other organizations. The ability to work in an environment of diverse languages and cultures is essential. Candidate will have strong verbal and excellent written communication skills and a solid management experience with a proven track record of successful teamwork in a high-pressure environment.
