Finance and Grants Manager, Judicial Training Project, Sri Lanka

Project/Proposal Summary:
USAID’s Sri Lanka Increased Responsiveness in the Legal System (IRLS) Program is a 2.5 year project that will promote stabilization in post-conflict Sri Lanka by supporting the institutional capacity development of the Ministry of Justice, the Judicial Services Commission and the Judges Training Institute. It will aim to improve the management and efficacy of the Sri Lanka legal system and access to justice in conflict-affected and marginalized communities.

Position Summary: The Finance and Grants Manager will be responsible for managing the award of grants and ensure that the project and grant finances comply with all USAID/Sri Lankan financial requirements, regulations, and processes. S/he will report to the Chief of Party.

Responsibilities: • Establish and manage a financial system and a set of protocols that enable transparency, accountability and accuracy; • Support the senior management in meeting USAID administrative requirements (budget preparation and tracking, financial management, agreement management); • Advise and assist in the design, development, and implementation of grants to local partners; • Draft monthly and quarterly financial reports which discloses burn-rate to USAID COTR; • Present financial progress reports at quarterly meetings; • Train, as necessary, staff and partners in aspects related to financial systems, protocols, or policies; • Work closely with home office finance staff; and • Supervise local finance staff.

Qualifications: • An undergraduate degree in management or a related field or a professional qualification in accountancy; • A minimum of three years’ experience in the management of programs funded by the U.S. government, including experience managing finance for USAID-funded projects. • Demonstrated leadership skills; • In-depth knowledge of USAID financial management rules and regulations; • Fluency in English required.
