General coordinator (M/F)

Médecins du Monde (MdM) is an international solidarity association, whose aim is to treat the most vulnerable populations in situations of crisis and exclusion throughout the world and in France. Since 1996 MdM has been working in Pakistan. The organization implements 2 main programmes:

• since 2004, a long term program focusing on Gender Based Violence (GBV) in Punjab province. Three regional offices (Lahore, Multan, Rawalpindi) have been established in which each team covers 8-13 Dar-Ul-Aman (shelter for GBV victims). Teams are multi-disciplinary consisting of medical, legal, psychological and advisors and field officers assigned with the task to support Dar Ul Aman staff and civil society to provide quality of services to residents free of charge.

• since 2009, a post emergency program focusing on access to health care for the Internal Displaced Persons (IDPs) afflicted by the conflict in the Khyber-Pakhtoonkhwa Province (KPK, in ex-North West Frontier Province) and/or the floods

The representative office of MdM Pakistan missions is based in Islamabad. The KPK project office is located in the same office with the country coordination office. The Punjab project office is located in Lahore.

TASKS AND RESPONSIBILITIES: At the moment the long term program and emergency program are in process of merging in to one Pakistan MdM team lead by one General Coordinator of the Pakistan MdM mission (with 2 programs: IDP and GBV). As Country Coordinator you are responsible to set up this process.

The General Coordinator co-designs MdM’s operational strategy in Pakistan (with Head Quarter), and provide leadership for the country program. S/he is responsible for ensuring the delivery of quality programs, donor and government relations, fundraising and budget management, security and operations management, and developing a motivated and professional team.

More specifically: •Defines with current coordination team (Administrative Coordinator, KPK coordinator and Punjab Coordinator, KPK Logistic coordinator, KPK Medical Coordinator, KPK Regional Coordinator) and with HQ, the general organisation of Pakistan mission and the coordination team, in the light of the process of merging that has been requested by HQ – at this stage, no definite shape has been decided ; this should be done in a participatory process •Manages and supervises the coordination team; makes or approves management decisions on Pakistan mission; and is in charge of the quality of the overall climate and the working conditions of the entire Pakistan Mission •Responsible for planning the MdM Pakistan programmes; supervising their implementation in Punjab and KPK Provinces; defining priorities for coordination activities. •Responsible for the security / safety of people and property for the mission supervision and organisation of the implementation of safety rules and for ensuring that decisions are applied. Passes information to Desk Officers; •Responsible for raising funds in the field; guarantees that the contract of objectives defined by the donors is fulfilled and that contractual obligations are respected. •Carries out negotiations and maintains regular relations with the Pakistani local authorities (Federal level) and other stakeholders (NGOs, Agencies), with the support of the KPK and Punjab Coordinators and ensures compliance with agreements and contracts. •Carries out relations and communication with the head office of MdM; responsible for the quality of the submitted reports on activities and ensures compliance with procedures for the exchange of information and reporting.

CONDITIONS OF EMPLOYMENT: Starting: 15/01/2012 Duration: 12 months (renewable)

SKILLS AND EXPERIENCE NEEDED: -Strong INGO experience as Head of mission/ Country Representative -Preferable experience in health sector -Professional experience in Muslim context would be an asset
