Haiti Deputy Country Rep

Summary In response to the January 12 earthquake in Haiti in 2010, the American Red Cross (ARC) seeks a Deputy Country Representative to oversee and lead the development and implementation of ARC’s recovery program in Haiti. To date, ARC continues to implement a large scale relief operation supporting internally displaced people in camps and adjacent neighborhoods in Port au Prince with water and sanitation, community-based health and hygiene promotion, cash transfer programs and disaster risk reduction interventions. ARC also has an extensive cholera prevention and disaster risk reduction program in selected rural areas, as well as an extensive network of partners providing temporary shelter solutions, host family support, wat/san and health services.

ARC is seeking to consolidate and achieve greater integration and sustainability in its programming. ARC is developing a large urban development program in Haiti that will be integrated with a livelihoods and economic recovery program along with ARC’s core programming areas of water and sanitation, community-based health and disaster risk reduction. The integrated program proposes to undertake community-based urban renewal of existing neighborhoods in Port au Prince, which includes the repair and reconstruction of homes, and possibly the construction of new homes on green field sites in the greater Port-au-Prince area. In addition to providing safe housing, ARC will increase access to water and sanitation and livelihoods and reduce community vulnerability through community-based health and disaster risk management. This is a full time position for a minimum of 366 days with the possibility of extension. This is an accompanied post with family. Responsibilities The Deputy Country Representative will provide leadership and accountability for the ARC’s program in Haiti and will oversee the overall programmatic aspects of the program. The Deputy will provide project oversight and technical assistance to program staff in designing, implementing, and evaluating programs in community-based health, first aid training, water and sanitation, disaster planning and preparedness, in collaboration with Red Cross and non-Red Cross partners. The candidate will lead and oversee the effective integration of ARC’s programs, including the development and design of the integrated neighborhood approach and its implementation, with the support and participation of program sector heads. Ensuring programmatic quality and impact across all projects will be the main objective of this position.
S/he will provide leadership, direction and support to Sector heads and ensure effective planning, coordination, monitoring, evaluation, learning and reporting takes place. The role will include providing critical input into the day-to-day operations affecting integration, including administrative, procurement and logistical functions. This position is part of the senior management team and the successful candidate will be expected to work closely with the Country Representative on external representation. She/He reports directly to the American Red Cross Country Representative. The Deputy Country Representative will supervise sector heads in Haiti as appropriate and coordinate closely with the American Red Cross International Program Integration team on some of the following responsibilities. Specific responsibilities include: • Lead and facilitate consultation and engagement with key local stakeholders in the design of programs • Oversee a program review and ensure the integrated program captures lessons learned • Provide oversight of ongoing assessments to inform the design of the integrated program as well as other sectoral programs • Develop an operation plan for all programs, including conducting an evaluation of staffing and organizational needs and take steps to address them • Oversee and support overall implementation of all ARC’s programs • Lead and oversee planning, coordination, monitoring, evaluation, learning and reporting • Strengthen operating procedures for the Haiti Delegation, in accordance with ARC and Red Cross/Red Crescent Movement policies, to ensure they support integrated programming • Ensure compliance by staff of ARC Administrative policies and procedures • Help ensure compliance with all ARC, IFRC, Haiti Red Cross and Government of Haiti laws, rules and regulation. • Help ensure systems for contracts, procurement and logistics support integrated programming • Coordinate with Finance for effective oversight of program budgeting • Attend IFRC operations meetings to present ARC issues and report back on what was discussed, as required • Attend meetings and represent field delegation at national headquarters as required • Carry out other activities/ responsibilities as assigned by the CR • Act as Country Representative as required Qualifications Bachelor’s degree required, Master’s degree preferred. Must have a minimum of 5 years relevant experience and 1 year of supervisory experience. Extensive prior program management experience working with NGOs in developing countries on multi-disciplinary programs is required. Significant experience in at least two of the following programmatic areas is strongly desired: urban development and housing; livelihoods and economic recovery; disaster risk reduction and health programming. Experience in development of program design, monitoring, evaluation, learning systems and skills is required. Significant experience strengthening programmatic and organizational capacities of organizations and capacity building of staff is required. Must have proven people management skills, with experience managing multi-disciplinary teams of diverse cultural backgrounds. Proven coaching, mentoring and facilitation skills, demonstrated by experience and positive results are required. Excellent oral and written communication skills are required. Must have strong computer skills including Microsoft Word, Excel, PowerPoint, and Outlook. French and/or Creole required.
