HEALTH DELEGATE, COMMUNITY-BASED HEALTH AND FIRST AID

The Canadian Red Cross Society (CRCS), a non-profit, humanitarian organization dedicated to helping Canadians, as well as the most vulnerable throughout the world, is currently seeking a CBHFA Delegate for the CRCS program support in Haiti.

Reporting to the Health Program Manager, the CBHFA Delegate will participate actively in implementing the integrated health program in Haiti. He or she will be responsible for implementing the CBHFA approach to health programming in the Southeast department. The health delegate will work closely with CRC health team and the Haitian Red Cross (HRCS) and will include capacity-building and mentoring in his or her approach. The health delegate will ensure that initiatives and activities supported by the CRC are consistent with Red Cross strategy, policies and procedures and are directly related to the strategy of the Haitian Red Cross and the Haitian Fédération en matière de santé (Health Federation).

This position requires a thorough understanding of public health challenges and opportunities, specifically in the arena of post-disaster reconstruction community health and/or in a developing country and in improving access to health service delivery to vulnerable or remote communities.

KEY RESPONSIBILITIES: • Manage the implementation of the Community-based health and first aid (CBHFA) project in Haiti and its implementation in the targeted communities in the Southeast department (and in others if required) in close cooperation with the Haitian Red Cross and Direction de la Santé Publique (as needed). This will include all aspects of the project’s lifecycle, such as analysis, implementation, monitoring, assessment, reporting, etc. • Ensure knowledge and skills sharing with the Haitian Red Cross counterparts, thus supporting capacity building for implementation of the Community-based health and first aid (CBHFA) project in the Southeast. This may include development of technical, management and other capacities. • Ensure team leadership to the HRCS in their implementation of the CBHFA approach. • Provide training and support to CRC and HRCS staff on health-related volunteer mentoring and management. • Work closely with CRC health team in Jacmel and in national office, including health technical advisor. • Support the assessment of needs for a data collection system that can be used for analysis, monitoring, and evaluation. Support the HRCS in developing and implementing this system.
• Ensure regular monitoring of CBHFA activities and provide quality narrative and financial reports consistent with the established format and schedule. • Ensure ongoing monitoring of project budget to ensure financial and budgetary compliance. • Ensure ongoing collaboration and sharing of health knowledge with HRCS counterparts.
• Identify opportunities and threats in the environment in order to better reposition the CRC and its health activities within the region.

QUALIFICATIONS: • A graduate degree in public health or an equivalent combination of education and experience. • Minimum three years’ experience in managing health programs in post-disaster or developing regions. • Demonstrated experience in a management role, including training and mentoring staff and leading teams. • Demonstrated commitment to Principles of the RCRC movement. • Extensive experience in managing community health project in low resources area.
• Mastery and application of results-based management principles and tools . • Demonstrated experience in health project monitoring and evaluation. • Demonstrated experience in writing and developing evidenced based reports that presents a comprehensive analysis and presenting results to various stakeholders. • Previous experience in training/facilitation of skills transfer in the area of management, report writing and finances. • Solution-focused; with documented analysis skills. • Excellent spoken and written communication skills in English and in French. Language testing will be administered.
