Project Officer TEN-T Executive Agency

To assist in the management, monitoring and evaluation of all aspects of the entire cycle of transport projects in his/her portfolio, such as road, rail, air and waterborne transport, transport logistics, innovation and co-modality, from the objectives definition and identification to the efficient accomplishment of the work-plan and the evaluation of the results. The project officer shall work under the direct authority and guidance of a team leader. S/he shall also work closely and collaborate fully with a wider team of colleagues of the Agency and the European Commission.

Administrative and technical management, monitoring and coordination of programmes and projects (core task)

  • Under the guidance of the team leader, follow-up the implementation of the projects under his/her responsibility.
  • Assist in preparing, managing and monitoring the implementation of administrative and technical aspects of calls for proposals.
  • Participate in the analysis and negotiation of the technical and financial aspects of decisions.
  • Under the guidance of the team leader, maintain an overview of progress and financial expenditures of projects under his/her responsibility, and provide the necessary assurance on the legality and regularity of all transactions.
  • Support the assessment of the relevance, effectiveness and efficiency of the approved programmes and projects in relation to the Commission strategy.
  • Contribute to the definition of programme and project strategies, objectives, and organisation, planning of schedules, tasks, deliverables and priorities.
  • Participate, as required, in ex-ante/ex-post desk-top and on-site verifications.
  • Contribute to the co-ordination of the programme or project programmes and projects led by national authorities and/or external organisations.

Effective participation and contribution to team work (core task)

  • Under the leadership of the team leader, carry out his/her tasks in a timely and effective manner and work together with other team members, to support the mission and priorities of the Unit and the Agency.
  • Assist in the definition of the Unit’s overall strategic objectives, work program and specific objectives in the Section areas.
  • Ensure effective communication and information sharing so that all team members are aware and regularly informed on all developments related to their work.

Qualifications and experience required

A. Eligibility criteria

  • A post-secondary education attested by a diploma.
  • Or a secondary education attested by a diploma giving access to post-secondary education and appropriate professional experience of three years.
  • Thorough knowledge of one of the languages of the European Union and a satisfactory knowledge of another EU language to the extent necessary to perform his/her duties.

In addition, in order to be eligible a candidate must:

  • be a national of one of the Member States of the European Union;
  • be entitled to his or her full rights as citizen;
  • meet the appropriate character reference as to his/her suitability for the performance of his/her duties;
  • have fulfilled any obligations imposed by the applicable laws concerning military service, and;
  • be physically fit to perform the duties linked to the post.

Candidates must be included in the European Personnel Selection Office (EPSO) data base for contract agents in function group III in a field appropriate to the profile of the post and have successfully passed the EPSO selection tests for that function group.

Please note that candidates issued from CAST RELEX are not eligible.

B. Selection criteria
Essential:

  • Professional experience acquired in positions related to the profile of the post, in particular project management, ideally in public works, and/or in the private sector.
  • Very good command of the English language in the technical fields concerned.
  • Good interpersonal and communication skills.
  • High degree of organisational skills and ability to work under pressure.
  • Proven ability to work as a team member.
  • Ability to appreciate and follow priorities.

Advantageous:

  • Professional experience in the areas of transport (such as rail, road, air or waterborne transport, transport logistics, innovation or co-modality).
  • Good drafting, co-ordination and problem-solving skills.
  • Familiarity with Member States' transport infrastructure planning and investment policy as well as the Commission's transport policy.
  • Knowledge of more than two European Union languages, in particular working languages (French and/or German).
