Regional Manager, Asia, Middle East & Europe Region

The Regional Manager for Asia, Middle East & Europe (AMEE) works in conjunction with the Regional Director to provide management, supervisory, and technical support to staff and programs of the AMEE Team to achieve regional objectives. Incumbent will serve as line manager for regional team Program Officers and Program Assistants at NHQ. The Manager also liaises with other units to contribute to fundraising, cross-regional learning, program quality and compliance, and accountability to donors and beneficiaries. The position reports to the Regional Director (RD), and is designated to serve as Acting Director during his/her absence.
Major Responsibilities: • Provide management and supervisory support to Program Officers to ensure quality project design, implementation, monitoring, evaluation and reporting. Collaborate with POs to ensure progress is being accomplished toward specific program objectives and indicators, and activities are carried out in a timely manner and conform to ARC sector strategies. • Supervise Program Officers and Assistants. • Contribute to development of regional strategies and annual operating plans, and monitor progress of plans. • Assure compliance with ARC policies, external requirements and industry standards. • Provide support and supervision to Program Officers in the development of program budgets in coordination with Finance Unit. • With Program Officers, monitor the implementation of budgets and cash flows for projects, restricted awards and field offices. • With the NHQ staff and field delegates, identify, document, and disseminate best practices and lessons learned to other International Response & Program units, and suggest program standardization or replication when appropriate. • Support program staff in identifying opportunities for professional development. • Serve as the acting Regional Director during his/her absence. • Represent ARC at industry and international conferences and meetings. • Perform other duties as required. Qualifications:

Bachelor’s degree or the equivalent experience is required. Graduate level degree in a related field is preferred. Minimum five years experience in international relief and development is required. Minimum one year supervisory experience is required. Experience in disaster risk reduction and response, health, organizational development, and/or water/sanitation desirable. Candidate must have strong verbal and written communications skills and must demonstrate familiarity with evolving industry standards.
