Senior Regional Policy Analyst OECD

Job Summary

We are looking for a Senior Analyst with deep knowledge and broad experience in regional statistics and policies to lead the OECD work on regional indicators. The selected person will be responsible for undertaking and overseeing thematic research on the measurement of regional development, building internationally comparable regional indicators in collaboration with the OECD Working Party on Territorial Indicators, preparing the OECD flagship publication Regions at a Glance and managing the development and implementation of web-tools to maximize access and dissemination of results. S/he will supervise a team of statisticians, economists and policy analysts and liaise with researchers from national and international institutions and other OECD Directorates working on related issues. S/he will work under the supervision of the Head of the Regional Development Policy Division in the Public Governance and Territorial Development Directorate (GOV).

Main Responsibilities

1. Analytical and thematic work

  • Co-ordinate and actively contribute to a research programme on the measurement of various aspects of regional development, including institutional tools to implement policies at different territorial levels.
  • Plan and conduct comparative analyses on the measurement of regional comparative advantages and on the ways those measures can be used by policy-makers and relevant stakeholders.
  • Draw lessons and identify critical issues and good practices in order to build knowledge on the use of indicators for policy purposes.
  • Take responsibility for the OECD flagship publication Regions at a Glance. Plan, draft and edit various working papers for the OECD Regional Outlook and other publications of the division.
  • Plan and supervise the update, improvement and dissemination of the OECD regional database. Provide leadership in the development of new approaches conducive to implementing internationally comparable regional indicators making use of micro-data and geo-referenced data in OECD and non-OECD countries.
  • Engage in promoting and sharing innovative tools to disseminate knowledge about the potential roles of regions to contribute to local, national and global growth and well-being. Develop web tools for the knowledge management of statistics, analysis and policy insights on regional development.
  • Contribute to OECD horizontal projects and develop close cooperation with the OECD Statistics Directorate.

2. Work Programme, management and communication

  • Participate in the design, planning and organisation of the Division’s programme of work and budget.
  • Translate the objectives established for the programme into innovate and effective operational work programme implementation.
  • Contribute to the development of a communication strategy for the Directorate and to the dissemination of the work
  • Support the Working Party on Territorial Indicators and ensure its effective contribution to the TDPC programme of work.
  • Improve the awareness and the access to the Division’s outputs for all levels of administrations and the public. Brief senior officials, including OECD and non OECD delegates from national administrations, as required and represent the OECD in international and national meetings.
  • Lead a team of statisticians, economists, analysts and external consultants to prepare high quality analytical reports and publications, organise workshops, joint co-operative research projects and conferences.
  • Contribute to OECD horizontal projects, as well as to task forces in other international organisations and to national, regional and local initiatives in OECD Member countries and non-member countries.

Candidate Profile

1. Academic background

  • A PhD or an advanced university degree in economics, statistics, or a related field.

2. Professional background

  • Eight to ten years’ proven experience of policy-oriented research or analytical work with regional statistics.
  • Specific knowledge and experience of the measurement and analysis of relevant regional policy issues, notably related to functional links among different areas and their contribution to aggregate development, quality of and access to local services and finance and their links with the measurement of societal progress.
  • Sound understanding and experience of policy-making processes and collaboration with policy actors.

3. Tools

  • Excellent knowledge of state-of-the-art information technologies for knowledge management and their application in government organisations.

4. Languages

  • Excellent knowledge of one of the two official languages of the Organisation (English and French); good knowledge of the other would be an advantage.

5. Key competencies

  • Proven ability to design and carry out quantitative policy analysis and to co-ordinate complex projects with different stakeholders.
  • Ability to manage a network of international experts and to effectively supervise and guide colleagues’ work.
  • A sense of professional excellence and demonstrated capacity to work strategically and creatively, strong conceptual and analytical capabilities.
  • Flexibility, good judgment and the ability to build teams and motivate staff in a multicultural environment.
  • Excellent drafting skills to enable allow timely delivery of high quality documents, reports and publications
  • Authoritative voice to present results to expert meetings and to convincingly address audiences of all sectors and levels in major conferences and public events.
