Technical Officer III, Health Communication and Evaluation

We seek qualified candidates for the position of Technical Officer, Health Communication Evaluation. This position will be based in Atlanta, Georgia.
Position Description:
The primary responsibility of the Health Communication Evaluation Officer is to provide ongoing evaluation technical assistance (TA) to CPPW grantee communities throughout the US. The incumbent will also work closely with clients and outside experts to establish a research agenda to support the overall effort.
Additionally, s/he will work as an integral member of a team of public health, research, marketing/communication, technical assistance and finance staff, with particular contribution expected in the area of health communication evaluation.
Provide ongoing technical assistance to grantee communities regarding evaluation design for their media efforts.
Advise grantee community efforts to implement qualitative and quantitative evaluation efforts.
Establish communities potential contribution to an overall obesity media research agenda in collaboration with the CDC Division of Nutrition, Physical Activity, and Obesity, CPPW evaluation plans, experts, and communities with emphasis on filling gaps such as:
· The effective messages of obesity prevention marketing
· The effectiveness of obesity prevention campaigns including counter advertising
· Industry marketing strategies and the impact of these strategies
Coordinate with the Health Communication Evaluation Team in CDC's Office on Smoking and Health and other select agency divisions working in the communication evaluation.
Work with CPPW and grantee communities to publish evaluation findings in peer-reviewed journals and other venues.
Serve as point of contact and interact independently with clients, use good judgment to monitor and address client issues in a timely manner, keep senior project management apprised of activity progress, and write project administrative reports.
Conduct qualitative and quantitative research, including developing tools and instruments, collecting and analyzing data, synthesizing findings and writing results from surveys, focus groups, usability/user-centered design studies, omnibus surveys, interviews, ethnographies, content analysis, etc.
Coordinate and/or conduct secondary research such as environmental scans; reviews of academic literature in public health, social sciences and behavioral sciences; searches of government surveys and epidemiological data (NHANES, BRFSS, etc.); and reviews of audience segmentation data, public opinion or marketing surveys.
Provide practical, actionable counsel to clients and Center staff based on findings in the form of reports, documents, tables, charts, spreadsheets, manuscripts, forms, research instruments, and oral presentation materials.
Minimum Requirements:
Demonstrated knowledge of and experience with formative, process, and outcome evaluation design and implementation for health communication efforts; Knowledge of quantitative and qualitative research and evaluation methods, including conducting Internet searches, using primary research databases and resources, and performing basic data analysis; Demonstrated experience developing packages for IRB and OMB review/approval; Demonstrated experience in creation of qualitative or quantitative research protocols and instruments; Demonstrated knowledge of social science/behavioral theory; Experience producing reports, documents, tables, charts, spreadsheets, manuscripts, forms, research instruments, and presentation materials using Microsoft Word, Excel and PowerPoint; Basic understanding of public relations, advertising, promotion and other marketing communications disciplines.Demonstrated experience with peer-reviewed publications (writing, submitting, editing);Demonstrated ability to interact independently with client staff and provide offsite technical assistance;Ability to implement qualitative and quantitative research and evaluation methods to support health marketing and communication plans;Outstanding writing, editing, presentation and interpersonal skills, including a demonstrated ability to synthesize findings;Ability to work independently; demonstrated mature attitude and good judgment;Demonstrated ability to be flexible in changing environment, work accurately and to meet deadlines under pressure;Strong organizational skills with keen attention to detail; Ability to use statistical software (SPSS, SAS, etc.) and/or qualitative software (NVIVO, NUDIST, etc.) preferred.
