Afghanistan Regional Director - AFPAK Displacement

OVERALL OBJECTIVE DRC’s regional approach to Afghan and Pakistani displacement is continuously being consolidated and further conceptualized. Operational presence is established along the displacement axis with DRC field offices in Kabul, Afghanistan, Peshawar, Pakistan, Tehran, Iran and Dushanbe, Tajikistan. By the beginning of 2012, DRC staff in the region will comprise 14 expatriates and more than 200 local staff.

The complexity of multi inter-relations between policies, cultures, religions and displacement in and around Afghanistan, calls for a further regionalization of the DRC programming in the AfPak programme. Already the work is governed by a regional strategic framework, but more focus is needed to for establishing contingency and cross border sector expert capacities both on support and programme functions. The DRC AfPak regional approach is, among others, expected to:

• Facilitate cross border planning, information sharing and programming • Ensure continuous and regular dialogue between the country programmes in the region • Facilitate exchange of knowledge, sector expertise and human resources • Facilitate a coherent sector/programming approach • Facilitate a coherent protection approach • Strengthen quality and DRC/donor compliances

To drive the implementation of a regional structure in the AfPak region, DRC is seeking a Regional Director, who is capable and ready to both internally and externally lead the process as well as coordinate the various initiatives between country programmes, Country Directors, Middle Management, regional staff, national staff and HQ.

DUTIES

Coordination

• Ensuring that all 4 country programmes, currently constituting the DRC AfPak region, are on board and in line with DRC regional strategies through facilitation of regular regional meetings and discussions with key staff from all DRC AfPak countries.

• Prepare for, facilitate and participate in ensuring cross border programming where possible and relevant.

• Maintain an updated “early warning” system for the region, and coordinate new emergency responses outside of the current Country Programmes

Management

• Direct manager of all expatriate staff in Afghanistan and Pakistan as well as regional expatriate advisors. This entrains coaching, ensuring coordination of advisors between country programmes, recruitment and development of staff. Expatriate staff in Iran and Tajikistan will report directly to DRC HQ, but the new regional director is expected to take the lead in facilitating programmatic and strategic collaboration across all four country programmes.

Strategic programme development

• Play a key role in developing policies and new concepts as well as mainstreaming concepts for DRC in the region.

• Ensuring that DRC Country Programmes are guided by a consistent and updated regional strategic framework that promotes a right based approach to displacement challenges in the region.

• In coordination with Country Teams, lead the process of adapting DRC’s global strategic focuses into the regional and national programming.

Quality compliance

• Ensuring a coherent application by Country Programmes of procedures and requirements as set out in the DRC Programme handbook, as well as strategic quality related commitments such as HAP, Code of Conduct and donor compliance.

Fundraising

• Develop and facilitate regional fundraising as well as exploring new donors. Supporting HQ and Country Directors in fundraising and interacting with DRC Key partners, both in the region as well as outside of the region. Further, support Country Programmes in ensuring high quality donor and stakeholder relations and compliance.

Representation and visibility

• Responsible for DRC AfPak visibility and Regional representation of the DRC AfPak and Country Programmes

Finance and administration

• Provide overall budget monitoring for the portfolio in Afghanistan and Pakistan, financial management and expenses control including reporting to HQ as required as well as facilitate that support in render to country managers.

Security

• Overall responsible for security in the region by ensuring adherence to security procedures, monitoring the development of the regional security situation, analysing and providing recommendations in close coordination with Country Directors, country security staff and HQ.

Supervision and reporting

The Regional Director will report to and work in close coordination with DRC Head of Desk in Denmark.

QUALIFICATIONS

Qualified applicants that match the requirements listed have extensive senior management experience, and are very familiar with humanitarian principles and practises, and are used to represent an international organisation to external partners and authorities. Furthermore, the ideal applicant has experience from operating in a very volatile security environment and preferably in a regional, cross-border setting as well.

He/she has a good and operative insight in financial management and takes active responsibility in expense planning and control.

In addition:

• Master’s degree in Political or Social Sciences, Migration Studies, International Relations, Law or a related field

• At least 8 years experience of relevant experience (including 3 years at senior management level) within humanitarian and/or development work, with progressive management responsibilities; prior experience in refugee and IDP programming would be an asset, in particular in regional scenarios.

• Experience in managing complex humanitarian operations in a volatile security environment.

• Solid experience in programme, financial and human resource management.

• Strong experience of networking, advocacy and coordination, and excellent fundraising skills

• Strong analytical skills, as well as cultural sensitivity and adaptability.

• Ability to work independently and as part of the team.

• Experience in Afghanistan, Pakistan, Iran or in similar complex displacement scenarios is highly desirable.

• Excellent written and spoken English language, communication and drafting skills

• Knowledge of and/or prior experience with DRC would be a strong asset

CONDITIONS

Duty station: Kabul, Afghanistan (non-family duty station) with frequent travel across the region

Availability: 1 February 2012 or as soon as possible hereafter

Contract: 12 months, with possibility of extension subject to funding and performance.
