Assistant Manager I - Financial Reporting

The successful candidate shall plan, direct, supervise, and coordinate activities within the reporting section of Financial Planning and Reporting Unit. This also includes analysis of periodic financial reports in accordance with generally established policies and guidelines of the Institute, Donors and CGIAR particularly on GRiSP, CRP 5 and CRP 7 related reports and implementation of OCS.

Major accountabilities/Responsibilities

1. Plans, directs and supervises the preparation of financial statements of all grants assigned to Officers being supervised for submission to Institute management, project leaders, OU heads and donors by:
• Implementing the policies and procedures related to financial management of Window 1 to 3, bilateral restricted and challenge program grants
• Coordinating with Planning Office in the implementation of policies and procedures relative to financial management of Window 1, 2 and 3 budgets and expenditures
• Analyzing of transactions and reports on the projects’ finances, in compliance with Institute standards and as specifically required by the donor as mentioned on the signed Memorandum of Understanding (MOU)
• Maintaining complete record of all pertinent documents of each project and coordinate with Planning Unit & various project leaders to ensure that the financial implementation adheres with all other aspects of the project agreement
• Coordinating with collaborators, project leaders and scientists to clarify financial issues, answer queries and give updates on the financial status of the project

2. Prepares all GRiSP and CRP related reports in coordination with FPR Budget and Planning sections and provide support to Assistant Manager II in the preparation of the semi-annual Treasurer’s Report and other financial updates for submission to the Board of Trustees

3. Reviews and recommends approval of the following reports of Officers being supervised:
• Bilateral Restricted and Challenge Program grants financial reports for submission to Project Leaders/Budget Owners/OU Heads and ensures that they are prepared in accordance with the donor’s and Institute’s financial management guidelines
• Bank and Country Office reconciliation to ensure that no abnormal discrepancy will exist and the floating reconciling items are current and valid and adjustments if any are promptly booked
• Cash management transaction entries to IRRI’s book of accounts to ensure that all grant payments from various donors are promptly and appropriately booked; all interest earned by the institute from investment operations are timely recorded and all bank charges and other bank transactions are completely and promptly taken up
• General Ledger Journal entries to ensure that all interdepartmental transactions and full cost recovery of all service OUs such as FHS, Transport services, Vehicle repairs, ITS, Library, PPS, Experiment station, Training Center, CPS, Events, Visitors, Riceworld bookstore, ASL and GQNPC are booked within the month

4. Participates in the evaluation, development and implementation of One Corporate System

5. Supervises the monthly closing of Institute books of accounts to ensure that accurate and timely financial reports are generated and reporting deadlines are met

6. Coordinates closely with external and special audit teams and ensure that all audit requirements are completely provided and all audit queries are appropriately addressed in a timely manner

7. Reviews and verify expenditures of projects, divisions, centers and units to ensure adherence to budgetary requirements

8. Reviews monthly reconciliation statement of book and bank balances to account for all transactions on project funds

9. Reviews request for official travels, purchase requisition, request for personnel (emergency and regular employee), fund transfers to check fund availability, proper account charging of expenses and compliance to CGIAR and Donor Financial Guidelines

10. Provides support to the Assistant Manager II during year-end closing of the books by ensuring that all legitimate transactions are properly recorded and that financial report can be timely finalized

11. Maintains a subsidiary ledger and/or a detailed schedule of certain Balance Sheet and Income Statement accounts

12. Work closely with other Finance Team members which includes:
• providing support in the Institute’s annual physical count
• providing assistance in analysis AP/AR accounts, and
• maintaining effective internal control measures

13. Perform all other related duties that may be assigned by the Assistant Manager II / Senior Manager from time to time

Qualification requirements
• BSBA major in Accounting, CPA
• At least 4-6 years experience preferably in a multi-national or non-profit oriented organization.
• High level of computer literacy and experience in using computerized financial solutions; high level of analytical ability and communication skills
