Chad Senior Health Manager

BACKGROUND: In response to a growing humanitarian crisis and the influx of refugees into Chad, the IRC launched programs in Chad in February 2004 (Ouré Cassoni camp), august 2008 (bredjing camp) et January 2011 (Treguine Camp).

In January 2012, the IRC offices will be transferred from Bahai town to Amdjaras town where the administrative structure covering Ouré Cassoni refugee camp is located.

RESPONSIBILITIES: Based in Amdjaras, under the supervision of the Field Coordinator, the Senior Health Manager will be responsible for managing the overall health intervention: Public Health, Reproductive health, Nutrition, Mental health and HIV-AIDS. This position will directly manage three (3) health staff members (Reproductive Health Manager, Nutrition Health Manager and Public Health Manager). S/he will be expected to undertake the following duties with the technical support from the IRC Chad Health Coordinator, based in Ndjamena:

Coordination and Program Oversight • Plan and coordinate IRC health interventions in the Amdjaras, both at the hospital and in the OurĂ© Cassoni refugee camp. • Collaborate with other departments & other actors to monitor the health situation in the region, prepare for and respond to disease outbreaks. • Ensure all stakeholders, including IRC Chad Health Coordinator, Deputy Director Programs, are provided with updates, following established reporting structures.

Technical monitoring and Program Quality • Provide technical monitoring by reporting on a monthly basis the IRC minimum indicators to the Health Coordinator and Monthly Indicator Progress (MIP) reports to the DME Manager. • Provide technical supervision of, and technical support to IRC health activities. • Ensure that health programs utilize standardized protocols, policies and guidelines, as prescribed by the Ministry of Health and WHO. • Ensure that all health activities are consistent with established best practices in quality of care. • Oversee the collection and timely reporting of data and statistics for all programs in line with IRC Research Evaluation and Learning guidelines and according to internal and donor requirements. • Ensure appropriate follow-up and decision-making based on data relevant to IRC health programs. • Monitor quality control for medical logistics. • Responsible for timely preparation and approval of all medical orders. • Ensure that medical stocks are sufficient and the drugs are stored and used correctly. • Ensuring effective referral and counter-referral systems are in place between primary and secondary health care facilities.

Financial Management • Develop expenditure and procurement plans to guide implementation of approved grants. Guide the health manager & all technical staff in the implementation of the plans, ensuring that IRC donor rules and regulations are followed. • Review Budget vs. Actuals on a monthly basis with operation staff & Grants Manager, identifying and proposing solutions to rectify any disparities from planned expenditure.

Strategic Planning • Monitor evolving needs of the target communities and adjust the programmatic priorities as necessary. • In collaboration with the Health Coordinator, the Health Technical Unit and the DDP, contribute to the design of a Country Health Strategy, in line with the Country Program Strategic Plan.

Staff Management and Development • Manage and supervise the health manager (international staff) as well as other national health staff. • Set Performance Objectives for direct reports and monitor their performance through regular evaluations and annual performance evaluations. • Work with Field Coordinator to identify national staff skill sets, and develop capacity-building plans accordingly. • Assist the Field Coordinator and the Health Coordinator in identifying recruitment requirements, developing terms of reference and interviewing candidates for the Health team

COMPETENCIES OF SUCCESSFUL CANDIDATE;

• Medical Doctor, a MPH diploma preferred; • Five year’s professional experience managing health programs, excellent management skills; • Excellent supervisory skills; • Experience developing staff capacity; • Experience conducting assessments, preferably using participatory approaches; • Experience working in a multi-cultural setting; • Ability to write clear and concise reports and proposals and to meet required reporting deadlines; • Able to work independently while being a strong team player; • Creates and encourages a climate of team-working and collaboration in a multi-cultural environment; • Competence with Windows, Microsoft Office; • Previous experience working with international partners, in particular UNHCR, ECHO and BPRM; • Proficient French (both spoken and written) is required. English is a plus; • Unaccompanied position – harsh living conditions.
