Organizational Setting

The objective of the Department of Nuclear Energy is to foster the efficient and safe use of nuclear power by supporting interested Member States in: improving the performance of nuclear power plants, the nuclear fuel cycle and the management of nuclear wastes; catalyzing innovation in nuclear power and fuel cycle technologies; developing indigenous capabilities around the world for national energy planning; deploying new nuclear power plants; preserving and disseminating nuclear information and knowledge; and, advancing science and industry through the improved operation of research reactors.

The Division of Nuclear Fuel Cycle and Waste Technology is one of two Divisions in the Department of Nuclear Energy and comprises the Nuclear Fuel Cycle and Materials Section, the Waste Technology Section and the Research Reactor Group. The Division is responsible for the management of programmes supporting all technologies of the nuclear fuel cycle with particular focus on uranium resources and production, nuclear power reactor fuel engineering, management of spent fuel from nuclear power reactors, topical issues of nuclear fuels and fuel cycles for advanced and innovative reactors, research reactors and also technologies for the treatment, storage and disposal of radioactive waste, management of disused sealed radioactive sources, and the decommissioning of installations and remediation of sites. The Division is also responsible for issues connected to the utilization, maintenance, refurbishment as well as the construction of new research reactors and the related fuel management.

The operating environment is dynamic, participative and interactive with inputs received from the Board of Governors, the General Conference, policy- and decision-makers, and technical counterparts in Member States and the international development community.

The Director reports to the Deputy Director General, Head of the Department of Nuclear Energy, and is supported by about 30 Professional staff specializing in nuclear fuel cycle and waste technology and research reactors, and about 15 General Service staff.

Main purpose

The Director ensures that the Division of Nuclear Fuel Cycle and Waste Technology provides results based programmatic responses to Member States' priorities in the programmatic areas outlined above.

Role

The Director is: an adviser and coordinator to the Deputy Director General on such issues as strategy and policy, as well as trends impacting the areas of nuclear fuel cycle for power, research reactors and the management of spent fuel and radioactive waste; the principal adviser to the Deputy Director General on the programme to deliver in response to the needs of Member States; a leader, providing strategic direction and motivating staff in the Division, promoting good performance and teamwork and creating an environment where staff can develop their skills and share knowledge and experience; a manager of the human and financial resources assigned to the Division, responsible for the efficient and effective development and implementation of the above-mentioned programme areas in line with the results based approach.

Partnerships

The Director engages high level counterparts in Member States, scientific institutions, United Nations organizations, specialized agencies, and other international organizations to identify emerging trends, develop strategies and coordinate programmes. He/she coordinates with other IAEA programme managers to identify and implement synergies in the IAEA's activities.

Functions / Key Results Expected

  • Lead the Division of Nuclear Fuel Cycle and Waste Technology, providing direction and guidance to staff, and establishing and monitoring standards of excellence in performance.
  • Direct the development of and coordinate the assistance provided for programmes on the nuclear fuel cycle, research reactors and the management of radioactive waste in line with the expressed needs of Member States and the results based approach.
  • Foster international and regional cooperation, networking and sharing of practical experience and the effective use of nuclear technology between Member States.
  • Coordinate and guide programme monitoring and assessment, ensuring that outcomes are fully in line with stated programme objectives.
  • Represent the IAEA and its scientific standing at international conferences and forums and liaise with senior level representatives in scientific institutions and other international organizations to gain awareness of emerging trends.
  • Strengthen IAEA cooperation with other international organizations through synergetic activities.
  • Build and maintain strategic institutional partnerships and alliances with a wide range of stakeholders in Member States.

Knowledge, Skills and Abilities

  • Demonstrated ability to think strategically, to set direction and to apply a results oriented approach. Capability for strategic and operational planning and for quality management.
  • Technical expertise in the nuclear fuel cycle, and spent fuel and waste management. Good knowledge of research reactors, nuclear power technologies and an understanding of the fuel market desirable.
  • In-depth knowledge of the worldwide status of nuclear fuel cycle development and the management of spent fuel and radioactive waste, and also of trends in the development of nuclear power technologies, as well as familiarity with and understanding of the specific needs of developing countries pursuing the implementation of nuclear power programmes.
  • Demonstrated ability to lead effectively and motivate large work teams in a multicultural environment.
  • Strong analytical skills, demonstrated sound judgement in applying technical expertise to identify problems and to contribute to their solution.
  • Ability to build collaborative partnerships.
  • Excellent presentation and communication skills: ability to represent the Department or Division effectively, to deliver speeches in public forums, and to conduct effective meetings with representatives of Member States and other stakeholders.

Education, Experience and Language Skills

  • PhD or equivalent advanced university degree in nuclear or chemical engineering, or a related engineering science.
  • At least 15 years' experience in nuclear research and development or deployment, including at least 5 years of management experience associated with nuclear fuel cycle, spent fuel and nuclear waste management technologies at an executive/senior level.
  • Experience at the international level.
  • Proven track record of excellent leadership and experience in managing staff and financial resources.
  • Excellent written and verbal ability in English. Good knowledge of other IAEA official languages (Arabic, Chinese, French, Russian or Spanish) desirable.

Remuneration

The IAEA offers an attractive remuneration package including a tax-free annual net base salary starting at US $95 270 (subject to mandatory deductions for pension contributions and health insurance), a variable post adjustment which currently amounts to US $62 688*, dependency benefits, diplomatic status, rental subsidy, education grant, relocation and repatriation expenses; 6 weeks' annual vacation, home leave, pension plan and health insurance.
