GSP Programme Officer (Nationals Only)

The UN Women (UNW), grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. Placing women’s rights at the centre of all its efforts, the UN Women will lead and coordinate United Nations system efforts to ensure that commitments on gender equality and gender mainstreaming translate into action throughout the world. It will provide strong and coherent leadership in support of Member States’ priorities and efforts, building effective partnerships with civil society and other relevant actors.
Under the guidance and direct supervision of the UN Women Representative the Programme Officer provides strategic leadership and technical expertise in the formulation, management and evaluation of programme activities within the Gender Support Programme (GSP).
The Programme Officer will supervise and lead GSP programme support staff and work in close collaboration with the UN Women Representative, Programme Officer, Support Staff and other UN Agencies staff to exchange information and ensure consistent service delivery.

Duties and Responsibilities

Ensures implementation of programme and operational strategies focusing on achievement of the following results:
  • Designing and issuing call for proposals to wide networks within the gender sector and women’s organizations.
  • Thorough analysis and screening of submitted proposals for onward submission to Project Appraisal Committee (PAC).
  • Analysis and synthesis of proposals on the areas for support and interventions within the thematic area.
Ensures effective programme management focusing on quality control from formulation to implementation of the Gender Support Programme achieving the following results:
  • Effective application of RBM tools, establishment of management targets (BSC) and monitoring achievement of results.
    Initiation of a project, presentation of the project to PAC, finalization of contribution agreement; determination of required revisions; coordination of the mandatory and budget re-phasing exercises, closure of projects through review.
  • Financial and substantive monitoring and evaluation of the project, identification of operational and financial problems, development of solutions.
  • Assists in preparing contracts.
  • Plays a budget holder role in ATLAS
  • Follow up on audit recommendations. All exceptions are timely reported.
  • Aggregate reports are regularly prepared on activities, outputs and outcomes. Preparation of donor reports.
  • Plays a critical technical and advisory role in supporting Gender Support Programme staff
Ensures creation of strategic partnerships and implementation of the resource mobilization strategy focusing on achievement of the following results:
  • Analysis and research of information on donors, preparation of substantive briefs on possible areas of cooperation, identification of opportunities for initiation of new projects, active contribution to the overall office effort in resource mobilization.

Ensures provision of top quality advisory services to the gender sector and the Women’s Coalition and ensures facilitation of knowledge building and management focusing on achievement of the following results:

  • Identification of sources of information related to policy-driven issues. Identification and synthesis of best practices and lessons learnt directly linked to programme country policy goals.
  • Sound contributions to knowledge networks and communities of practice.
  • Organization of trainings for the operations/ projects staff on programme issues.
  • Professional growth through active learning.

Other responsibilities focusing on achievement of the following results:

  • Undertake research work and documentation critical for making recommendations for programme improvement.
  • Carry out regular visits to the field to support project implementation and identify where adaptations might be needed.
  • Participate in external missions and facilitate team members’ access to GSP Programme data and stakeholders

Required Skills and Experience

Education:
  • Master’s Degree or equivalent in Women’s Studies, Gender Studies, Social Sciences or related field.

Experience:

  • Minimum of 2 years of relevant experience at the national or international level in development work, gender and women’s empowerment sector and hands-on experience in programme development and implementation.
  • UN experience is desirable.
  • Experience in providing management advisory services to the gender sector and other counterparts.
  • Experience in the usage of computers and office software packages, experience in handling of web based management systems.
  • Excellent oral communication and report writing skills.
Language:
  • Written and oral proficiency in English is required.
  • Knowledge of the other UN working knowledge is desirable.
