Haiti Finance Delegate for Supplementary Service
The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world's largest humanitarian organization, providing assistance without discrimination as to nationality, race, religious beliefs, class or political opinions. The IFRC carries out relief operations to assist victims of disasters, and combines this with development work to strengthen the capacities of its member National Societies. PURPOSE OF THE POSITION:
The Finance Delegate for Supplementary Service manages the accounting, budgeting, planning, costing of service, financial management, support and monitoring of the services offered to the Participating National Societies (PNSs). Under the supervision of the Finance Coordinator, in close coordination with all the departments that offer service to PNSs and under technical direction of the Zone Finance Unit for Haiti Earthquake Operation, for providing proactive support to the different PNSs.
DESCRIPTION OF DUTIES:
Manage the full cycle of accounting, invoicing and collecting process related to the services offered to the Participating National Societies (PNSs) as per Secretariat procedures.
Be in close communication with the PNSs in order to clarify any query related to cost of services, charges booked, invoices booked, collect of invoices.
Review the costing system and price of services according to the budgets for Base Camp, Support Service and Security costs.
Ensure that the Haiti Operation – Supplementary Service Function is aligned with Supplementary Service Unit in Geneva.
Ensure that agreements with PNSs are signed and in place according to Federation Legal Procedures.
Ensure that agreements are in place for all PNSs that request a Working Advance. Follow up on dormant balances and ensure the advance is cleared or paid.
Maintain Supplementary Service master files.
In close coordination with different departments that offer services to PNS, ensure complete and timely invoicing process.
Support and supervise the Supplementary Service team. In charge of training them on Federation Financial Softwares and Financial Procedures.
Manage direct line reports and assigned resources (financial, equipment, etc.) soundly.
Ensure proper internal control procedures of documents. Ensure compliance with Federation’s financial procedures. Investigate and address significant variances.
Perform matching of all invoices on a periodic basis.
Liaise with Other finance delegate to share tasks as needed.
Develop a financial analysis of the Support Services business report
Provide strategic advise to Senior Management (SM) and Finance Coordinator of how to improve, add and preserve financial value, minimize risk and highlight issues.
Provide Support and advise to project managers of the assigned programs in the financial management of projects.
Lateral Relationships
Ensure effective working relationships with the Finance Advisor for Haiti Earthquake Operation.
Ensure effective working relationships with the Participating National Societies.
Ensure effective working relationships with the different Programs / Departments
Ensure effective working relationships with technical teams and services units and departments at zone and global secretariat level.
REQUIRED QUALIFICATIONS
Education
Basic Delegates Training Course or equivalent knowledge
Relevant university degree or equivalent qualification
Relevant advance university degree (Master’s or equivalent) or equivalent qualifications
Experience
5 to 7 years experience in finance or accounting including budget, cash-flows statements, reports and financial plans preparation, and in commercial and contractual systems
3 to 7 years experience in managing & supporting staff
3 to 7 years experience in large complex operations
3 to 7 years experience in working for a humanitarian aid organisation in a low-income least-developed countries - PREFERRED
Familiarity with current standards and guidelines
Previous long-term mission in Haiti
Acquainted with International Federation policies, procedures and systems - PREFERRED
