Haiti Human Resources Delegate

The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world's largest humanitarian organization, providing assistance without discrimination as to nationality, race, religious beliefs, class or political opinions. The IFRC carries out relief operations to assist victims of disasters, and combines this with development work to strengthen the capacities of its member National Societies. The IFRC's work focuses on four core areas: promoting humanitarian values, disaster response, disaster preparedness, and health and community care.

Purpose of the Position:

The Human Resources Delegate is a member of the Human Resources team and is accountable, under the direction and guidance of the Human Resources Coordinator, for the management of International Staffing and Learning & Development activities.

Description of Duties:

General Human Resources Management

Contribute to continuous review and implementation Haiti HR Strategy with special focus on issues such as workforce planning, transitioning and transfer of skills to local staff, exit strategies, intergrated delegates and other human resources best practices.

Contribute to providing technical support to Haitian RC and PNS on all matters related to human resources.

Coordinate and manage a team of 4 national staff

Train and capacity build national staff to facilitate their management of international staff and learning and development issues.

International Staff Issues

Oversee international staff human resources policy and administrative issues.

Ensure that all departments are resourced with personnel, thus minimising any gaps between incoming and outgoing delegates.

Liaise with Panama HR Support team on recruitment and other matters related to international staff.

Ensure correct and consistent application and implementation of the staff regulations and rest and relaxation policy in Haiti.

To ensure that all incoming and outgoing IFRC delegates (including RIT's, RDRT's & Staff on Loan) are well briefed and debriefed in the field on the organisation and current status in the operation by all relevant departments.

Ensure overall management of IFRC international staff human resources administrative issues such as leave management, filing, intepretation of conditions of service etc.

Learning & Development

Overall responsibility for management of learning and development unit with specific focus on ensuring development, implementation and evaluation of learning and development programmes and team development activities.

Regularly review and update the learning and development challenges for the Haiti Operation and develop a plan of action in consultation with the HR Coordinator.

Coordinate all Induction, IMPACT, Code of Conduct, languages, outplacement and other training initiatives, to ensure that all staff at all levels are equipped with relevant and update information on the organisation, including systems, tools and procedures.

Ensure full implementation and compliance of the Federation e-learning performance management system.

Work continuously with HR Coordinator to identify staff career development requirements and develop activities to meet these requirements keeping in mind the broader humanitarian sector (e.g. Sphere, RedR, HAP) and with external providers.

Ensure development of a training calendar and staff development tracking system to enable staff and their managers to identify needs and opportunities.

Work closely with Haitian RC counterpart and provide technical support where appropriate.

Ensure effective working relationship with the Human Resource Coordinator in Haiti and the Human Resource Manager in Panama

Ensure effective working relationships with National Society counterparts and leadership.

Ensure effective working relationships with head of missions of Participating National Societies and of ICRC.

Ensure effective working relationships with technical teams and services units and departments at zone and global secretariat level.

Accountability

To ensure efficient and effective management of Federation resources in the operations/programmes under responsibility.

To ensure that the International Federation Secretariat, through the relevant counterpart, is kept fully informed on developments in the country and on the operations/programmes under responsibility.

To ensure compliance with Movement and International Federation policies and Secretariat management policies, procedures, processes in the area of operation.

To seek management and policy advice and guidance as required.

Required Qualifications:

Relevant university degree in human resources or related social science

Relevant advanced university degree (Master's or equivalent) or equivalent qualification in business administration or human resources - PREFERRED

Equivalent human resources training and/or relevant practical experience and/or professional human resources qualification

Basic Delegates Training Course/IMPACT or equivalent knowledge - PREFERRED

Experience

5 years human resources management

5 years experience in international human resources management, workforce planning, rewarding systems and labour relations

3 to 5 years experience in large complex operations

3 to 5 years experience in working for a humanitarian aid organisation in a low-income least-developed countries

5 years experience in developing and evaluating learning and development programmes

Familiarity with current international human resources standards and guidelines

Previous long-term missions in Haiti - PREFERRED

Acquaint with International Federation policies, procedures and systems – specially with Secretariat HR system - PREFERRED

Volunteer and/or work experience at national and/or international level in the Red Cross/Red Crescent - PREFERRED
